NC STATE SENATE DISTRICT 26

The North Carolina State Senate is the upper body of the North Carolina Legislature and consists of 50 members who serve a term of two years. Each member represents an average of 190,710 residents, as of the 2010 Census. The Senate elects officers from their membership including the President Pro Tempore.The North Carolina General Assembly, of which the Senate is a part, is to convene a new regular session every two years. The NC legislature makes decisions on the budget: taxes, tax credits, economic development, education funding, Pre-K, the courts, Medicaid, etc. It also passes laws that set environmental standards such as water and air quality, tax rates, tax credits, criminal justice. Legislators in both chambers serve two-year terms without term limits. Sessions begin at noon on the third Wednesday after the second Monday in January.

I am a Veteran of the U.S. Air Force and I have served as the elected Sheriff of Rockingham County for the past 28 years. As Sheriff I recognize the importance of being accessible to the public, listening to our citizens, being engaged in business, education, public safety, and our faith community and representing all persons in my district. These priorities have helped me to be successful in my profession. I believe in accountability, transparency, and always building trust in all communities that I serve. I never forget to be grounded and remember who I work for. "We The People."
My background expertise is in Public Safety, but also supporting Public education, school safety and school choice opportunities. All children should have the opportunity to receive a quality education. supporting parents bill of rights, special need children receiving educational support and support for their families. Affordable childcare is important, advanced Mental health support and Addiction treatment services located within the Piedmont area for regional accessibility. Raising starting teacher pay and competitive pay scale for experienced teachers, in public schools, possibly creating tax credit for parents that home school their children for required learning material costs.
The education lottery needs to be audited and proceeds from ticket sales utilized for what it was designed for, supporting teachers and our public schools and charter schools. More monies percentages need to be directed to public education and educational choice opportunities. Limiting access to this education lottery fund revenue and directing these funds to education purpose in addition to state budget not supplanting the budget with these funds.
The NC. General Assembly has not passed a state budget since July 1st. 2025 which has affected 80,000 state employees who provide services to our citizens. A balanced budget needs to be set by July 1st, of the budget year. The NC. House has a individual state tax reduction for revenue which appears to be conservative. There is a movement to reduce the state individual income tax however other sources of revenue are being looked at. I do not support the 2023 senate revenue source regarding gambling expansion or any future consideration for cannabis type revenue. On Property tax re-valuation process I would support that during a re-valuation year that the property tax rate should be reduced to revenue neutral during that tax period.
All public and charter schools systems would have the opportunity to write for state grants to provide school resource officers for all public and charter schools in N.C.. All Vape shops and convenience stores that sell CBD. and other edibles or smokable products would have to be regulated and approved by either FDA. or similar state certifying process before products could sold over the counter to reduce the chance of counterfeit products or false representation of product contents. Funding for NC. state lab to expand drug testing and questionable substance testing capabilities.
