HENDERSON COUNTY BOARD OF COMMISSIONERS DISTRICT 04

The 5-member Board sets the policy for the county, determining the strategic vision for the county, appoints a county manager, attorney and others to serve the county, adopts ordinances, including zoning, and establishes an annual budget, which includes setting the tax rate and calling bond referendums. Commissioners live in districts but are elected county-wide in even-numbered years and serve staggered 4-year terms.

I have a 4 year degree in economics and business. Mainly i have Common Sense . During Helena we saw no county help in bat cave . Only volunteers, making it thru the storm and helping my neighbors was inspirational. It is my personal goal to help plant 1000 apple trees . I have a commitment for the land already. I'm a mountain man that understands mountain folk . I will be a better representative for district 4 ! Another personal goal is to remove the kiosks off of the main street shopping district in hendersonville. It's harming the local businesses and ticketed shoppers never return. My love of this area is why I should be elected . And I own property in both henderson and buncome county. So I have a vested interest.
Overdevelopment, fiscal responsibility In on to two weeks I saw about 850 apple trees cut done one day , pushed into piles the next week and burned in piles the next week . Are we going to turn our town into a strip mall? We are a tourist area . I want to see all public area and right of ways , not taxed. No paid parking unless you own the property and that's your business. We want to cut red tape

I think our railways need to be running with tourists. Not 4 stops in hendersonville we need a stop in flat rock too, and then Biltmore! And to Canton.

I'm outdoor enthusiast winning ski races and most popular at sapphire valley mountian resort annual outhouse competition .
The best thing is to let the teachers teach and get out of the way.

If elected I will ask the teachers what they need to make their jobs better.

I like teachers to start their day with a pledge of allegiance And to teach children to love their country.
Make freeways free ,no tolls or parking fees on public areas . Going thru Helena I saw small businesses not being helped. Not only should fema help homeowners, it needs another arm to help small businesses too that lost buildings and inventory . Cut red tape . Like where do we put a temporary bridge ? Fema owns land and is standing in the way. I would also grandfather in those who lost homes.

A better emergency list with more cooperation from towns nearby. We lost elderly in the storm if we could have gotten them shelter or supplies faster we could have saved more people
If elected I will work with local leaders to address the homeless population.
I like to thank everyone who reads this for learning about me. I want to be your representative . I belive in term limits I'm only seeking 1 term . Your vote for me means your voting for common sense. I actually did not know this was a paid position , until I signed on . I'm not doing it for the money. I'm not accepting outside donations either . Therefore this makes me the better candidate. My name is Tom Appleby and Appleby means apple farmer, I'm running on my name! Thank you for being a educated voter!

I have served on the Board of Commissioners for the past 7 years. I have 40 years of working experience in the fields of construction and corporate manufacturing where I participated in budget management and planning which are key functions associated with the responsibilities of Commissioners.
Capital projects of expanding Detention Center and Courthouse, constructing a new school bus garage, completion of the Ecusta Trail, completion of Berkeley Sports Complex, developing a recreation growth plan, and continuing to advance and fund Farmland Preservation program.
Commissioners are ultimately responsible for providing school facilities adequate for our student population. However, above and beyond this obligation we have provided funding to begin a mentoring program for all students in grades 7-12 that includes vetted volunteers from the community who meet with students throughout the school year and help the students focus on grades, attendance and goals for their future. This program (Pathfinders) is available in 2 of our schools but we hope to expand to all middle and high schools. We also need to take advantage of our new Tier 2 position in the State and apply for available grants to use for school capital projects.
The Board of Commissioners is very involved with the Partnership for Economic Development which focuses on bringing new industry to our area to provide good paying jobs and careers for our citizens. We are very selective in which companies we invite to be housed in our county. By expanding the tax base from industry, we are able to keep residential tax base as low as possible while still providing for necessary services to our citizens.
We have a very proficient Social Service Department. The challenge we face is finding adequate personnel. Those trained in such positions are in high demand. We need to make sure we are offering competitive salaries and benefits to entice the highest quality of personnel. We also partner with over 150 non profit organizations to provide for specific needs.
I have served 2 terms as Commissioner. There are projects started that I wish to see through to completion. My grandfather, Clyde Jackson, gave 12 years of service to Henderson County as a commissioner and I am prepared to do the same. I served during COVID, Edneyville wildfire and Hurricane Helene so I am not afraid of a challenge. My 3 grown children and 7 grandchildren all live, work and attend school in Henderson County. I am a ninth generation descendant of the first settler in our county, William Mills. Thus I am dedicated to making sure that Henderson County remains and continues to be the 'Heart of North Carolina' and the most desirable area in which to reside. I would appreciate the continued support of the citizens of Henderson County.
