DURHAM COUNTY SHERIFF

The Sheriff is the chief law enforcement officer of the county and is elected in partisan elections for a 4-year term. No person is eligible to serve as sheriff if that person has been convicted of a felony, whether or not their rights of citizenship have been restored. Duties of the Sheriff’s office include the operation of the jail, law enforcement, providing security for courts, serving criminal warrants and other writs and summonses, and transporting prisoners.

Position/philosophy statement I have nearly 38 years of public service i within the military, law enforcement, corrections and detention services. As Sheriff, I plan to initiate a community focused safety initiative to address crime, gun violence, and youth engagement.

I bring nearly 38 years of leadership across military service, corrections, detention operations and community based security. My work and academic experiences include serving as a Correctional Warden - (Retired), Director of Special Operations and Intelligence, Chief of Detention Services, Detention Center Administrator, Interim Director Safety and Security, and Security Management Executive in both public and private sectors. I have a degree in Criminal Justice and completed multiple state certification and Leadership courses. My experiences include managing large employee base of 450 employees and a budget of 54 million dollars. I’m considered a Nationally Recognized Gang Expert and managed FBI, US Marshall Task Force.
Durham County has interconnected challenges which include crime, housing insecurity, staffing shortages, school safety, lack of youth activities and mental health/substance concerns amongst the citizens and disjointed systems. My leadership as Sheriff is essential because public safety requires more than enforcement, it requires leadership committed in service, collaboration and restoration. Respectfully, the next Sheriff must be both a protector and unifier. Currently, there exists transparency, engagement and accountability concerns. The need to foster strategic alliances with city/county leaders to include Durham PD and First Responders are not a primary concern. The failure to incorporate HEART during 911 calls lends itself to change

As Sheriff, I will initiate a community focused safety initiative to address crime, gun violence and youth engagement. Implement a co-responder model pairing deputies with clinicians, social workers and peer support specialists. Establish real relationships with HEART and city and county leadership. Conduct a comprehensive safety, security, systems and services vulnerability assessment of the detention center to ensure the safety of, well being and humane treatment of staff and detainees. Address the physical plant needs of animal services, satellite office, detention center. Additionally, invest in technology to enhance operational readiness. Place emphasis on wellness checks for seniors and incorporate Community Resource Council.
As Sheriff, I would evaluate resources, initiate and conduct a Security and Systems Vulnerability Assessment to evaluate the overall readiness of the office. The assessment will achieve the ability to protect constitutional rights while ensuring public safety, dignity and trust. I plan to have an office that balances enforcement with presence, authority with service, civil responsibility, detention management, rehabilitation, fiscal responsibility, community engagement, co-responder initiatives, partnership and collaboration with Durham PD Leadership, DA’s office, City/County Leadership, Mental Health, Substance Abuse Clinicians, Housing Authority, University/School Administrators and Public Safety leaders.
As Sheriff, there will be a need to place emphasis on individualized reentry planning during the intake process. Establishing partnership with county and community resources to include faith-based and non profit organizations to provide mentorship, transportation, and accountability with oversight. This will include access to ID’s medicaid enrollment, housing referrals, clinical referrals and workforce opportunities if applicable. If pre-release conditions are required coordination of supervision accountability.
