I bring 25 years of active and civilian service in logistics, systems implementation, and problem-solving, with experience managing resources, improving processes, and holding teams accountable. As a Marine veteran and community member, I understand leadership, discipline, and service. I focus on common-sense solutions, transparency, and results—putting students first, supporting teachers, and ensuring parents have a real voice in decisions that affect their children’s education.
The most important responsibility of a school board member is to serve students and families by setting clear policy, ensuring accountability, and safeguarding constitutional rights within our schools. A board member must oversee budgets responsibly, hire and evaluate leadership, and ensure curriculum builds critical thinking, not compliance. Just as important is transparency, parental involvement, and making decisions based on common sense, local values, and long-term student success rather than politics or trends.
The system needs a serious overhaul. Too much funding is absorbed by administration, programs, and mandates that never reach the classroom. The critical needs are strong teachers, safe schools, core academics, and practical life skills. I would prioritize spending that directly benefits students and teachers, reduce waste, audit programs for effectiveness, and push resources back into classrooms. Funding decisions should be transparent, results-driven, and focused on long-term outcomes not bureaucracy, politics, or unchecked growth.
To recruit and retain qualified teachers, the district must change how it values and supports them. I would reduce unnecessary administrative burdens, restore classroom authority, and involve teachers in policy decisions that affect their work. Competitive pay matters, but so do respect, safety, and support. Mentorship programs, clear discipline policies, and professional development that actually serves teachers, not trends, will help keep good educators in the classroom and attract others who want to teach with purpose and stability.
Pre-K can be valuable when it supports families and prepares children for learning without replacing parental involvement or local values. My position is that Pre-K should focus on early literacy, numeracy, and social development, not ideology or pressure. Programs must be optional, developmentally appropriate, and transparent. When funded responsibly and measured by outcomes, Pre-K can help close readiness gaps while respecting parents as the primary educators of their children.
My name is Doug Davis. I am a lifelong public servant with over 25 years of combined active-duty and civilian service in logistics, systems implementation, and problem-solving leadership. My career has focused on accountability, stewardship of resources, and ensuring systems serve people—not the other way around.
I am running for the Onslow County Board of Education because education should form free, informed citizens, not conditioned subjects. Schools exist to serve students and families, not political trends or distant bureaucracies. Parents must be central partners, and teachers deserve trust, stability, and respect.
As a father, I am concerned students are being taught what to think instead of how to think, while constitutional rights and moral responsibility are sidelined. My values are grounded first in the Bible, which shapes my conscience, sense of truth, and respect for human dignity, and in the U.S. Constitution, which protects liberty, parental rights and due process.

MY HISTORY as THE CURRENT LONGEST SERVING MEMBER OF ONSLOW COUNTY'S BOARD OF EDUCATION, a US Marine Trainer/Formal Schools Instructor, Behavioral Healthcare Paraprofessional, and Special Needs Teaching Assistant provides knowledge and insight to hear and address parental, student, district, and community concerns by understanding the intricate functions of Our School District.
The most important responsibility of a school board member are establishment and review of policy, hiring supporting and evaluating a highly competent School Superintendent, maintaining integrity and independence of my Elected Office and the Board of Education, knowing the functions and responsibilities of the School District and upholding my responsibility to maintain them, to serve all stakeholders to the educational benefit of all students of the School District, and fulfilling my quasi-judicial responsibilities without fear or bias.
All needs of the School District are critical and the best way to ensure the needs are met is to maintain our highly effective funding formula in conjunction with our County Commission, and to maintain our highly disciplined and effective finance department.
I will continue to support recruitment of degreed professionals from outside the educational field, promote student to teacher and troops to teacher initiatives, pursue teaching assistants to teacher career paths as well as recruitment of new and veteran teachers and administrators.
I'm in full support of Pre-K programs in the district as fundamental skills are essential for personal, community, and educational development. I've been fortunate to serve as a member of our Head Start Policy Council for two consecutive terms in office as well as Chairman of our Board of Education Policy Committee.
RECENT YEARS HAS SEEN ENORMOUS CHANGE IN THE LANDSCAPE OF PUBLIC EDUCATION. Even as COUNTY AND CITY LOCAL SCHOOL ADMINISTRATIVE UNITS (LEAs), remain the major educational resource amid PUBLIC SCHOOL UNITS (PSUs) like CHARTER SCHOOLS, greater attention is needed to MEET STUDENT NEEDS AND PARENTAL RIGHTS AS REQUIRED BY LAW in the wake of societal awakening on standards, curriculum, and educational resource content during and post Covid.
As always, OUR SCHOOLS should be an ENVIRONMENT UNENCUMBERED BY SOCIAL ISSUES but WHERE STUDENT LEARNING IS ENHANCED through more flexible models and methods SENSITIVE TO PARENTAL AUTHORITY AND GUIDANCE, and ADAMANT ON STUDENT SUCCESS. Challenges before us in the coming years demand that our focus is all the more stringent, as the district's population and educational needs continue to expand.

With school and student safety being a prime focus for me as a board member, during my tenure I have taken action on issues including: licensure suspension of teachers that have been charged and/or convicted of sexual crimes against children, legislative changes to student searches SB 90, and voted for use of metal detectors as a preventative measure for students bringing weapons into the schools. I was very honored and excited to introduce the letter to raise teacher pay to the Onslow County Board of Education in December of 2024 which has now been incorporated into HB192. I am the chairman of the North Carolina School Boards Coalition, and a founding member of the North Carolina Coalition of Conservative School Board Members (NCCCSBM).
A school board member plays a vital role in shaping a district’s success. Key responsibilities include setting the vision and goals for the district, ensuring strategic plans reflect community needs, and adopting policies that support effective operations. Board members hire and evaluate the superintendent, represent the community’s voice, and ensure decisions prioritize student achievement. They also monitor progress toward district goals to maintain accountability and strong educational outcomes.
I will continue to prioritize and advocate for safer schools and policies, taking the lead on executing necessary measures through collaborative efforts with the community, the district's administration, local law enforcement, experts in the field, school districts across the state, school staff, and teachers. I will continue to advocate for increased teacher pay and for a work environment where teachers are valued and respected. I will continue to strive to foster a school district that is fully accountable to those they serve, from the superintendent to the bus driver. I will continue to advocate and place my votes for a curriculum that fosters "back to the basics" in education, not indoctrination.
I will continue advocating for higher teacher pay and for a work environment where educators feel valued and respected. I also plan to propose an OCS Teacher Comments & Concerns Center, giving teachers a safe, anonymous way to alert administrators and board members to issues needing attention. As the eyes and ears of our schools, their insight is essential to creating the best possible teaching and learning environment for all.
A strong Pre‑K program is essential when encompassed with a “Back to Basics” approach because it gives our youngest learners the solid start they deserve. I’ve seen how early structure, social skills, and hands‑on learning set children up for long‑term success. When we invest in children from birth to age five and tailor programs to our community, we give every child the foundation they need to thrive.
My work on the board has required tremendous dedication, and despite many challenges over the past four years, my focus and determination to make a positive difference have never wavered. As my term comes to a close, I am committed to continuing this work and is one of the many reasons why I decided to seek re-election. I’m encouraged by recent efforts in the NCGA to address concerns in public education such as inappropriate approaches to education, and the introduction of SB 227, Eliminating "DEI" in Public Education. The education and safety of Onslow County’s students remain my passion, but I cannot continue this work without your support. I humbly ask for your vote on March 3rd.
