I will work to tackle the affordability crisis by advocating for a freeze on utility rate hikes while the state increases subsidies for cleaner energy investments, pushing for Tier 6 pension reform to put more money in our public employees' pockets and better regulating health and automobile insurance. As our district suffers from some of the worst commutes in New York City, I will fight for better public transportation. I will also prioritize establishing a trauma center.
We must make it more attractive to invest in cleaner energy, as it's better for the environment and cheaper in the long run, but currently the state makes it too difficult for people to move away from fossil fuel utilities. We should oppose development of the Williams NESE pipeline that threatens our water quality, and continue requiring large buildings to reduce emissions.
I will continue supporting MWBE (Minority and Women-owned Business Enteprises) programs and work to increase procurement goals in the state. I will fight to ensure New York does not cooperate with the federal government's overreach with respect to our immigrant communities. At the local level, I will ensure every neighborhood is represented and hire staffers who speak the most commonly spoken languages in our district.
New York can draw its congressional maps around communities of interest to preserve diverse representation in our state. By emphasizing shared socioeconomic and community ties rather than making race the predominant factor in redistricting, the state can avoid heightened judicial scrutiny.
Experience and Qualifications
I served for more than 30 years in the U.S. Army Reserve, retiring as a Colonel after combat deployments to Kuwait, Iraq, and Afghanistan. I also bring more than 30 years of experience in finance and helping manage my family’s business.

I served on the Breezy Point Cooperative Board of Directors and helped lead the community’s rebuilding effort after Hurricane Sandy.

First, I will make our communities safer by promoting law enforcement to a degree greater than what we see currently. Shoplifting complaints, alone, occur more than once a day in District 23, and crime in general is remedied by greater resources given to police and prosecutors. These resources should be deployed in proportion to the severity of the offense, but the relative lawlessness in our city, and the vast resources at our government’s disposal, makes this a problem we are capable of solving. Second, I will make life more affordable for working families. This can be accomplished in part by eliminating income tax on single filers who make up to $50K and on joint filers who make up to $100K. Lastly, I will improve access to quality healthcare, particularly by bringing a Level I Trauma Center back to the Rockaway Peninsula, and by supporting policies that lower healthcare costs.
Cleaner energy is not incompatible with reliable electricity. Any successful climate policy will take both into consideration. To that end, I support developing renewable energy affordably, building QueensLink, expanding green spaces, and expanding nuclear power. I support maintaining indigenous grasses and coastal barriers, and protecting vulnerable coastal communities like my own. I oppose the CLCPA’s aggressive mandates because they impose unnecessary costs on ratepayers. I oppose gas stove bans and carbon taxes. A one-size-fits-all approach from either side of the political spectrum will either burden middle class workers or leave the climate problem unresolved.
I will pursue policies that promote social justice through results rather than quotas. This will include investing in schools, job training, small businesses, transit, and healthcare in struggling communities. It will also include upholding the existing antidiscrimination regime, such as strict enforcement of fair housing and fair lending laws. I will support reentry and workforce programs that give people with criminal records a path back into the economy.
This decision is a reminder that fair maps must be constitutional, and not depend on sorting voters by race. New York should take it as a cue to make sure its own congressional lines are drawn transparently, based on communities of interest, municipal boundaries, and compactness, rather than race-based targets that can later be struck down and thrown into chaos (like we saw with Harkenrider v. Hochul in 2022). I support strengthening New York’s independent redistricting commission so our maps are less vulnerable to constitutional challenge and less subject to whichever party happens to control Albany.
