1. State Capacity & Procurement Reform: End procedural gridlock. I will modernize SEQRA with categorical exclusions for transit-oriented infill housing and green infrastructure, establish 12-to-18-month shot-clocks on reviews, expand progressive Design-Build across MTA/DOT, and insource engineering to eliminate reliance on multi-layered private consulting firms.
2. Housing Abundance: Break suburban exclusionary zoning on Long Island. I will sponsor legislation legalizing missing-middle housing (duplexes, triplexes, townhomes) and transit-oriented development within a half-mile of commuter rail hubs, abolish outdated parking minimums, and establish statewide right-to-build protections for accessory dwelling units (ADUs).
3. Transit Reliability & Main Street Leveling: Upgrade LIRR frequency and signal automation into true regional rapid transit. Concurrently, level the playing field for local storefronts by instituting a targeted digital ad assessment on mega-corporations to fund local
Coastal communities on Long Island are on the front lines of sea-level rise, storm surges, and aquifer vulnerability. To meet our CLCPA mandates and protect vulnerable shorelines, New York must accelerate deployment through structural reform:
Permitting Fast-Tracks for Clean Energy: Exempt offshore wind interconnection, transmission corridors, and distributed solar from duplicative SEQRA reviews. Bureaucratic red tape cannot be allowed to stall renewable buildouts.
Coastal Resiliency Infrastructure: Directly fund South Shore flood mitigation, marshland restoration, and storm barrier upgrades using progressive Design-Build authority to complete projects before extreme weather strikes.
Sewer Infrastructure & Aquifer Protection: Modernize municipal wastewater infrastructure across Long Island to protect our sole-source aquifer from nitrogen loading.
Grid Modernization: Insource utility grid planning to rapidly interconnect clean power while ending cost-plus delays on regional transmis
True racial and social justice requires dismantling the structural barriers that sustain economic segregation and disenfranchisement across New York:
Dismantling Exclusionary Zoning: Long Island remains among the nation’s most segregated suburban regions due to restrictive single-family zoning. Legalizing multi-family infill, starter homes, and ADUs opens high-opportunity school districts and walkable downtowns to working-class Black and Latino families.
Environmental Justice in Infrastructure: Prioritize capital investments in transit deserts and frontline communities historically bifurcated by highway construction. Direct climate resiliency bond funding straight to marginalized communities facing acute flood risks.
Defending Civil Rights & Fair Pay: Protect collective bargaining, strengthen union apprenticeship pipelines in underserved ZIP codes, and enforce prevailing-wage standards on state-backed developments to guarantee working families build generational wealth.
The Supreme Court’s decision in Louisiana v. Callais severely weakened federal Voting Rights Act protections by erecting steep barriers against challenging racial vote dilution under Section 2. As federal civil rights backstops erode, New York must establish an unassailable state-level firewall: Enforce and Strengthen the John R. Lewis Voting Rights Act of New York (NYVRA): Fully fund and codify state preclearance mechanisms and explicit statutory protections against minority vote dilution, ensuring local jurisdictions cannot crack or pack communities of color.State Constitutional Amendment for Fair Maps: Amend New York’s Constitution to explicitly outlaw racial vote dilution and partisan gerrymandering in both state legislative and congressional redistricting, insulating state redistricting criteria from federal judicial rollbacks.Independent Enforcement: Bolster the Civil Rights Bureau within the New York Attorney General’s Office to aggressively investigate, litigate, and block di
