Michael Chaney has called Washington, DC home for nearly 20 years, including more than a decade as a resident of this single-member district. He is a small business owner running a children's education program and actively engaged in the community. Prior to opening the small business, he worked for twenty years as a project and program manager with a Master's Degree in Business Administration and a Project Management Professional Certification. He has a wealth of experience working with a variety of stakeholders, often with competing priorities, helping to get goals aligned and projects delivered. He believes that the next ANC should be ready to work with their neighbors to improve public safety and be a conduit for the concerns of their c

Public safety is the most important issue facing the 5B05 SMD. Public safety takes many forms, from safe streets for multimodal transportation (walkers, cyclists, and motorists) to safety from crime. Michael Chaney will address public safety by working with his neighbors to determine the areas of greatest need and then work with the city council member(s) and government departments to to help resolve them. This can be as simple as a few new alley speedhumps or police patrols near problem areas to traffic studies and longer-term strategies.
Michael Chaney's approach rests on visibility and accessibility. He will hold monthly ANC meetings and separate, regular open-door sessions with residents. To reach those unfamiliar with ANCs, he will share plain-language updates via listservs and social media explaining what the ANC does — from zoning and liquor licenses to street safety — and why it matters. He will meet residents where they gather, at community events and partnering with civic associations, rather than expecting newcomers to find a meeting on their own. Mr. Chaney will document SMD business for the record so residents understand the reasoning behind decisions that affect them.
Qualifications
I know Michigan Park and Brookland. I have lived here my whole life. I love this neighborhood and I value the quality of life that we enjoy here. I have been honored to serve as commissioner for the single member district in which I live, 5B05, elected five times and in 2019 to complete someone else’s term. I know the job. I am familiar with the commissioner’s duties respecting permitting for liquor licenses, noise violations, construction work schedule and parking regulations. I have studied our DC Comprehensive Plan and Our Future Land Use Map in order to inform citizens of how they affect us.
5B05 is a neighborhood facing proposed mixed use and residential development projects that would increase density here. I believe that residents in communities targeted by developers for such new projects should have meaningful input in the planning and permitting stage. This year, Commission 5B passed a resolution (Resolution Urging Maximum Flexibility in RA-1 Zoning Regulation) encouraging the Office of Planning to eliminate the need for special exemptions, which require public engagement and ANC Commission approval, of building projects of in R1-A neighborhoods, like the Turkey Thicket apartments. This resolution effectively ceded away our right to weigh in on new development. This is not the work of the commission. I would oppose such amendments and advocate for community input.
I would have monthly, hybrid community meetings designed to provide residents to share their concerns. I would invite the Fourth District to provide updates on crime activity and prevention. I would maintain a 5B05 website to share my efforts to address concerns arising in meetings. I would also be available by email and phone to address community concerns. I would share information about liquor licenses, traffic calming, quality of life issues and public utilities. I am familiar with the commissioner’s duties respecting noise violations, construction work schedule and parking regulations. I would address these matters on my website, at community meetings, responding to community concerns and providing information on city services.

Traffic safety is the biggest issue in SMD 5B05. Specifically, excessive speeding down Michigan Ave, Taylor St, 10th, 12th, & 13th St, drivers not stopping at stop signs and pedestrian crossings, inadequate timing of stoplights on Michigan Ave between Taylor St and 13th St, and a dangerous intersection at 12th & Upshur St. These traffic safety issues should be addressed for the safety of pedestrians, cyclists, and other motorists who rely on safe travel lanes while sharing the road with drivers. Specifically, more speed humps on pedestrian crosswalks and improvements to the timing of stoplights on Michigan Ave b/t Taylor & 13th St. While SMD 5B05 has the Brookland Metro Station and 7 bus lines, more can be done to incentivize drivers to use these and other alternate forms of transportation
I will increase community engagement and seek input on our most prevalent issues through more frequent communication and engagement via all available channels (e.g. website/social media updates, email newsletters, listservs, SMS/text messages and phone calls) to ensure all members of our community are fully engaged. I will make myself available to meet with community members upon request and I will conduct monthly hybrid meetings (virtual and in-person) with all community members who wish to join. Additionally, I will ensure that participants are unmuted so that all voices can be heard, and I will implement and manage an issue tracker to track progress and key milestones on community projects and initiatives. I will share these and advocate for SMD 5B05 concerns in OANC monthly meetings.
