Biographical Information

What is the most important issue facing your Single Member District (SMD) and how do you intend to address it?

How will you engage with residents to be an effective Commissioner, especially reaching those who are unfamiliar with the role and value of ANCs?

Qualifications I am a lawyer and Georgetown Law graduate who has lived in DC since 2014. I serve as our neighborhood's elected Democratic precinct representative and on the ANC 1B Community Engagement Committee, where I helped secure city grant funding for this year's 12th Place block party. I served as a policy advisor in the Obama White House Office of Cabinet Affairs, practiced at a DC law firm, and coached high school debate at Cardozo. I have represented DC property owners in disputes with the National Guard and defended candidates in ballot access challenges before the DC Board of Elections. Today I run the DC statehood organization Capital Rights Lab and have testified before the DC Council.

The city does not consistently deliver the basics. Trash pickup is skipped, snow clearing takes weeks, and rats are everywhere. Neighbors should not have to call 311 for every missed pickup or beg to get into the rat control pilot program. As Commissioner, I will hold the Department of Public Works and DC Health accountable for the services they are paid to provide: rat abatement and trash, leaf, and snow pickup. I will push to expand the rat control pilot and rodent-proof bins to our corner of 1B03, and press DDOT to calm traffic on the hills on 11th, 13th, and 14th Streets. 1B03 has also missed out on thousands of dollars in community grants over the last four years. I will keep fighting for our fair share, starting with block parties and Cardozo Community Days.
I will meet neighbors where they are, including after campaign season. I will hold monthly informal office hours in local public spaces and show up beyond ANC meetings: Local School Advisory Teams, the Ward Education Council, and the MPD Third District Citizens Advisory Council. Before and after ANC 1B votes on major resolutions, I will publish plain-language summaries of the facts, the law, and the trade-offs, and ask for input at every step. For neighbors who have never heard of the ANC, the best introduction is something they can see: a block party funded by an ANC grant, a fixed trash route, a calmer street. The ANC should not just amplify the loudest voices. It should engage the whole community and make all of 1B03 a better place to live.
Qualifications I am a member of ANC 1B’s transportation committee, a Ward 1 Dems precinct rep, and the Ward 1 Member of DC’s Pedestrian Advisory Council. I’ve testified to DC Council for safer streets and more housing opportunities. I’ve held board positions both in professional associations in transportation planning and community organizations in Pittsburgh and DC, and am a Board Member of Ex Lapide, Virginia Tech’s Alumni Society for queer alumni and allies. I am deeply curious and collaborative, so I have both knowledge of and connections throughout the District and its agencies, and look forward to working _with_ my colleagues on the Commission, at Council, and across the District, rather than against them.

Like many parts of the city, we have issues with rats in our rowhouse neighborhoods, and issues with trash collection that contribute to the pest problems. I believe a lot of our problems are due to dysfunctional and ill-focused agencies; DPW, for example, in addition to failing to get the garbage into the trucks, also would rather remove “abused” public trash cans than empty them frequently enough to avoid attracting rats (or find out _why_ people put their trash in them rather than their home cans and dumpsters).

I have also heard from many residents that it's difficult or impossible to get through both to our current Commissioner and District staff. I look forward to working _with_ fellow ANCs to push agencies to be more responsive, and hold leaders responsible for following through.
I will invite people to email me, and will consider having a periodic ‘office-hours’ for people to come meet me in person and putting out newsletters.

Every ANC could do more to be publicly visible outside of its monthly meetings, though I think 1B is already one of the more visible ANCs in recent years. Others have street festivals like H St Fest or Open Streets or Adams Morgan Day—whether 1B brings back Shakespeare in Malcolm X Park or just comes to block parties, I'll be happy to table for the ANC as available.

Given that all or nearly all Commissioners have other full-time positions, and that Commissioners are unpaid and receive little support from District government, support for educating residents who don't know about ANCs' role and value should be a citywide effort by the OANC.

Rats, trash and disproportionate development.

I believe that both rats and trash run hand-and-hand. I have been working with DPW for years to implement fully covered public trash cans, like they do in NYC and to introduce metal home and business trash cans that cannot be eaten through by rats. With these new measures, we are cutting off the rat's food supply along the U street corridor. On top of that, I would love to introduce a feral cat program and grow the rat sterilization program DC has implemented, along with enforcing laws with blighted and overgrown properties that give rats the opportunity to thrive.

the third is housing. While I believe we need more housing in this city, I do not believe it should be at the expense of the character of our neighborhoods.
I go door-to-door twice a year and provide an annual flyer with my information, as well as walk around my SMD to identify and remedy any issues I see on the streets.
