Glen Gardner is governed under the Borough form of New Jersey municipal government. The governing body consists of a Mayor and a Borough Council, with all positions elected at-large on a partisan basis as part of the November general election. A Mayor is elected directly by the voters to a four-year term of office. The Borough Council consists of six members elected to serve three-year terms on a staggered basis, with two seats coming up for election each year in a three-year cycle. The Borough form of government used by Glen Gardner is a weak mayor / strong council government in which council members act as the legislative body with the mayor presiding at meetings and voting only in the event of a tie. The mayor can veto ordinances subject to an override by a two-thirds majority vote of the council. The mayor makes committee and liaison assignments for council members, and most appointments are made by the mayor with the advice and consent of the council. This seven-member governing body enacts local ordinances, levies municipal taxes and conducts the affairs of the borough. The Mayor and Borough Council conducts all of its business during monthly meetings open to the public.

I have worked in the business sector for my entire adult life. I began an insurance career when I graduated from Rutgers University in 1984 with the Prudential Insurance Company of America. Withing 2 years I was promoted to sales manager and put in charge of an eight man staff. I learned quickly that I had innate leadership skills and a propensity to want to run my own business. I directed my career from the corporate world to a small independent insurance agency and over the years worked my way into a partnership position and ultimately as the sole owner of the company. After spending 40 years in the insurance business, I have gained a tremendous amount of experience and knowledge and feel I can utilize that knowledge to assist the council with their insurance and finance needs.
I have also served as a board member and officer for several different non-profit organizations over the years and have gained an understanding of how boards function. I have held the positions of treasurer and president for multiple boards and founded a highly successful non-profit here in NJ based out of Glen Gardner.
a. Possibly the largest issue facing the borough and the budget is rising insurance costs. The borough has been impacted my significant rate increases with their municipal insurance package I would like to seek alternative carriers and coverages to reduce the impact of the these rate increases.
b. A similar scenario has played out health insurance programs. I hope to bring my experience to the council to try to get the premium increases under control by possibly finding alternative plans to the NJ State plan.
c. I would like to continue to explore the possibility of replacing the street lights in the borough with LED style lights. This could drastically reduce utility costs to positively effect the budget.
Essentially there is no land suitable to build a data-center facility so this is really a n on-issue in Glen Gardner.
Once again, there is very little land available within the borough for additional development whether it is residential or commercial. As for current businesses, the land use guidelines are being followed and businesses are in compliance. I see no need for additional restrictions or limits on business.
