Too many families in our district and across Delaware are struggling to afford the basics while feeling that government isn't keeping up with their needs. The biggest challenges facing our state are affordability, housing, transportation, and public education. Rising electric bills are straining household budgets, so we need stronger consumer protections and greater accountability for utility companies. I will fight to ensure the Public Service Commission puts Delaware families first by rejecting unjustified rate increases and holding utilities accountable. We must also address the housing crisis by increasing the supply of affordable housing, strengthening tenant protections, and expanding opportunities for homeownership.
The housing crisis in Delaware has gone unaddressed too long. According to the DSHA, half of all renters across Delaware are cost-burdened, which means they spend more than 30% of their income on rent. I would sponsor a rent stabilization law that would cap rent increases at 5%. I support legislation to create an escrow program with the Courts for tenants to withhold rent when residing in substandard housing conditions that are ignored. I also support funding for DSHA's Housing Stability Program, which helps prevent evictions, pays past-due rent, and covers security deposits. I would also support funding for emergency shelters, permanent supportive housing for people with disabilities, and substance abuse recovery housing.
I believe we have a responsibility to reduce gun violence through evidence-based policies that protect our communities while respecting constitutional rights. I support commonsense measures such as safe firearm storage requirements to help prevent accidental shootings, unauthorized access by children, and firearm theft. I am also open to legislation restricting assault-style weapons if it is carefully crafted, constitutionally sound, and shown to improve public safety.
Delaware should work toward universal, affordable healthcare by expanding Medicaid, lowering prescription drug costs, increasing access to primary and mental healthcare, and supporting community health centers. We must also address provider shortages, especially in underserved communities, and hold insurers and healthcare systems accountable for high costs. No Delawarean should have to choose between getting medical care and paying their bills.
