Shané Darby is a lifelong Wilmington resident, a member of Delta Sigma Theta, a single mother of three daughters, military veteran, and community organizer committed to expanding affordable housing, improving public safety through evidence-based reforms, supporting working families, and ensuring every neighborhood has the resources it deserves.
Delaware’s most urgent challenges are the rising cost of housing, homelessness, gun violence, unequal schools, healthcare costs, and the financial pressure facing working families. I would expand affordable housing, strengthen tenant protections, invest in community-based violence prevention, fully fund public education, improve access to maternal and mental healthcare, and require greater accountability for public spending. State government must prioritize neighborhoods that have been historically underfunded and make decisions with—not merely for—the people most affected.
I would propose a Housing First and Homelessness Prevention Act. It would create a dedicated, recurring state housing fund; expand permanent supportive housing, rapid rehousing, rental assistance, and eviction prevention; and require coordinated discharge planning from prisons, hospitals, foster care, and treatment programs. I would also protect funding for emergency shelters, support deeply affordable housing development, and require statewide data and performance reporting so resources go to programs that successfully move people into stable housing.
I strongly support responsible gun-safety legislation, including safe-storage requirements, while respecting lawful gun ownership. Firearms should be secured when children or unauthorized individuals could access them, and families should receive education and affordable locking devices. Delaware already restricts assault weapons, and I support defending effective protections while ensuring laws are constitutional and enforceable. I would also invest in community violence intervention, youth programs, trauma services, and enforcement against illegal gun trafficking.
Delaware should treat affordable healthcare as essential infrastructure. I would strengthen Medicaid, protect reproductive and maternal healthcare, expand behavioral health and substance-use treatment, and increase investment in primary care and community-based providers. We must address hospital and prescription costs through transparency, stronger oversight, and limits on unfair billing and medical debt. Long term, Delaware should pursue universal access so no resident is denied care because of income, employment, race, disability, immigration status, or ZIP code.
