I believe that honest public service and thoughtful investment management can improve the stability of our state and the futures of our neighbors. For many of us, times are scary and budgets are tight right now. I hope to use a lifetime of leadership under pressure and investment management expertise to create a brighter future for all Delawareans.
As a husband, a father of four, an investment manager, the Treasurer of the Delaware YMCA, and a combat veteran, I manage money for others, lead financial literacy programs, and serve on statewide boards … the exact responsibilities of the State Treasurer. I’m ready - on day one - to invest thoughtfully, expand financial literacy, and make sure our resources support each Delaware family.
The Treasurer invests our state’s $8 billion portfolio, leads our financial literacy and support programs, and represents us on several different statewide boards. For years, I have shown my ability to deliver in those three areas. As the co-founder of Grey Fox Wealth, I help Delawareans invest their hard-earned money. As the Delaware YMCA Treasurer, I created a financial literacy program for all team members. And, as a member of the Delaware Prosperity Partnership, I work closely with statewide board members.
I am the only person in this primary who has managed a single dollar for anyone else, led a financial literacy program, or serves on a statewide board. I’m the only candidate with the proven experience to deliver for our neighbors.
As Treasurer, I will protect our AAA bond rating, invest our $8 billion portfolio thoughtfully, modernize our debt policies, and increase transparency. And, with my experience leading financial programs, I’m excited to expand our financial literacy effort to all communities, improve the Morningstar rating of our DE 529 from Silver to Gold, and proactively help qualifying families register for the ABLE Plan.
As a fiduciary advisor, I have seen how careful stewardship of resources and engaged support of our communities can have a dramatic impact on individuals, families, and futures. I will use my experience in public service and finance to make critical decisions under pressure to protect Delaware’s resources and invest in our shared future
The State Treasurer serves the public in three critical ways: responsibly managing Delaware’s taxpayer funds, overseeing programs that help Delawareans build financial security, and serving on important boards and committees. As an independently-elected, statewide official, the Treasurer is uniquely positioned to protect the state’s short- and long-term financial position and to directly serve constituents through its programs. For a service-oriented, nerdy finance guy like me, it’s the dream job … a chance to use investment expertise to provide financial guidance, help workers save for retirement, support individuals with disabilities, and help families prepare for education costs. It’s a real chance to use finance for good.
As a State - In the short-term, we have a strong financial foundation. We have a desirable AAA bond rating, significant reserves, and decades of demonstrated fiscal stewardship. In the long-term, our state will face meaningful fiscal challenges. We rely heavily on external revenue sources, face skyrocketing healthcare expenses, and must replace disappearing federal funding.
As Delawareans - We have too many families who are struggling to make ends meet and care for their families. We should be judged both on our state’s balance sheet AND by the opportunities we create for others. As State Treasurer, I will work to protect Delaware's strong financial foundation and expand opportunities for more Delawareans to achieve financial security.

As a native Delawarean and someone who has been in business for 3 decades, we need an individual with the knowledge and experience to collaborate with legislators and various Boards the State Treasurer sits on. We need someone with real world experience, as a Tax Accountant, this is what I have been doing for 33 years. Financial literacy is a program I want taught in the elementary schools through High school, with a mandatory 1 credit course to graduate. Our children need to understand investing and saving at an early age. How stocks, bonds 401ks, credit and how to operate a checking account.
I graduated from Cape Henlopen High School and went on to earn my Bachelor's degree from Delaware State University. With real world financial experience, I own and operate two successful businesses, Tax-Man Accounting Services and Miller’s Lawn Services. I have a proven track record with 350 clients, I have a fudiciery duty and trust to serve each and everyone of them. I have managed employee's, built relationships, invested, managed and never missed a payroll. I will never miss a payroll for our state workers or retirees. I will continue to properly safeguard and protect Delawareans money and invest wisely.
My priorities are to keep a tripple A Bond rating, help reduce the states debt, safeguard, protect and invest the state’s money properly, by using the cash management policy board. This board helps set policy and procedures and then I implement this vision through my office.
The most important way is to protect, safeguard, and invest the state’s money properly. To serve and show up on the Boards I am appointed to, this statewhat my constituency has elected me to do.
The Board of Pardons is a very important to me, I want to give everyone who qualifies an opportunity to clear there record, so they can have a better chance to receive a higher paying job, a chance to reaclumate there self back into society, and a better chance in life.
I strongly agree, we have tripple A Bond rating and through proper investment of taxpayer dollars I plan to keep it there.

I became an economist after watching my working-class parents struggle to pay bills and save for college during the Great Recession. Financial security has never been abstract to me. It's whether your parents can retire, whether your kid can afford school, whether one bad rule change can undo years of doing everything right.
I studied economics and finance because I wanted to understand how these systems really work: the fine print, the fees, and the rules written in rooms working people never see. Now I want to put that knowledge to work for Delaware families.
I see the Treasurer's office as the public's financial advocate, and I'm running to be the fighter, not just the caretaker, for all Delawareans and their financial security.
I'm the only professional economist in this race. I earned dual bachelor's degrees in economics and finance and a master's in public policy economics. I’ve worked at two premier research groups, Secretariat Economists and Cornerstone Research, alongside leading academic and industry experts analyzing complex economic and financial issues.
In between, I worked in the Delaware House Democratic Caucus, helping representatives serve residents and building tools to model revenue and finance policy.
The Treasurer manages billions of public dollars and oversees the state’s savings programs. That takes someone who can scrutinize fees, valuation, and risk from day 1. And I've already fought publicly to protect Delawareans' savings from Wall Street.
My priorities are expanding retirement security, making education attainable, and keeping Delaware on solid financial footing against Trump’s economic chaos.
On retirement, I'll grow Delaware EARNS by increasing awareness among small businesses and creating a clearer on-ramp for gig workers and the self-employed. I’ll advocate for reinstatement of the retirement match for teachers and state employees. On education, I'll strengthen our 529 savings program and expand A$PIRE529 for students without family support. And I'll defend our AAA credit rating to keep costs down and keep our state on strong financial footing.
At its best, the Treasurer is the public’s financial advocate: helping people save and protecting what they've earned.
The State Treasurer manages billions of dollars in public funds and oversees the state’s investments, banking, debt, and financial operations. Protecting those resources and keeping Delaware on solid financial footing are core responsibilities of the job.
The office runs the programs Delawareans rely on to build security: 529 plans for college and vocational training, ABLE accounts for people with disabilities, deferred compensation for state workers, and Delaware EARNS for those without an employer retirement plan. It oversees state banking and debt and helps protect our AAA credit rating, keeping borrowing costs down.
When markets turn volatile or Washington creates uncertainty, the Treasurer's job is to keep Delaware on solid ground.
I largely agree, but with an important caveat.
We hold a coveted AAA credit rating, and by managing our debt responsibly, we've earned a reputation for sound fiscal stewardship.
But fiscal health can't be taken for granted, especially now. The Trump administration and Republicans in Congress have created significant economic uncertainty, while threatening funding Delawareans rely on. Federal funding disruptions affecting major programs like Medicaid, SNAP, and education would put substantial strain on our state.
As Treasurer, I'd prioritize stress-testing our investments against a range of scenarios, advocate for strong financial reserves, and help ensure Delaware is prepared for disruptions. Resilience itself is a form of resistance.
