Wisconsin Legislative BranchWisconsin’s legislature makes state laws. The legislature has two houses: the Wisconsin Senate and the Wisconsin Assembly. Proposed laws (bills) can originate from either the state senate or assembly. Both houses must approve the bill before it is passed on to the governor for signature or veto. The legislature can override a veto with a two-thirds majority vote in each house. Enact a container deposit law that requires a refundable deposit on beverage containers. Most of the trash littering our waterways and highways are beverage containers. This bill would recycle 70% of this litter.

Allow Wisconsin municipalities to enact ordinances regulating the use, sale, or disposition of single use packaging. In 2015 under pressure by business, the legislature barred municipalities from limiting the number of plastic bags, Styrofoam cups, and plastic bottles that are sold.

Fully fund and reauthorize Knowles-Nelson. This has been the primary land conservation mechanism since 1989. It funds land acquisition, habitat restoration, waterway protection trail development, and park maintenance across all 72 counties.
There is a desperate need for affordable housing in urban and rural areas in our state. Wisconsin families need access to single family homes and rental properties that are maintained responsibily.

All new housing should be required to employ renewable energy as part of its power source. For example, new homes could include solar panels on the roof, passive solar construction, or geo thermal heating. Building products should be sustainable. Leadership in Energy and Environmental Design offers direction for this work. Older housing can be retrofitted to sustainable standards, as well.
The goal of redistricting should be to protect the voices of all the people in Wisconsin. I believe the State needs to have a non-partisan panel in place that will review the census data every ten years and, if needed, adjust the legislative districts based on the data. Other states have successfully employed non-partisan panels and have seen much less partisan influence in their redistricting processes.
Research shows the resource that has the most impact on student success is high quality teachers. To encourage the recruitment and maintenance of a high-quality teaching force, I will work to reverse the devastating of Act 10. Specifically, I would like to see the act repealed. Allowing the re-establishment of unions would strengthen the teachers' voices and encourage the legislature to better fund our schools.

I will work to limit the funding for choice schools. Public schooling is at the heart of the American demoncracy. It is critical that schools receive the support of the legislature.

Finally, districts need full reimbursement for the services they provide students with disabilities.
Local municipalities are doing their best to address the demands of large corporations seeking access to natural resources. However, choices municipalities make about data centers and CAFOs is not just a local concern. The choices have far reaching consequences. To protect Wisconsin's environment, health, property and budgets, the State needs to provide oversight and information.

My vision is the following: 1. I would propose additional funding for research on the impact of data centers and CAFOs. 2. I would support the Department of Natural Resources reviewing all proposals for data centers and CAFOs. 3. I would initiate legislation requiring municipalities to seek state approval before granting the development of a CAFO or data center.
