Jackson County Legislature, 3rd District - At Large

I have been a lawyer for 25 years. I previously served on the Jackson County Legislature for two terms, so I understand the job and will be ready for work on day one. Before that, I served on the Drug Commission (COMBAT) and worked as a prosecutor in the Independence office of the Jackson County Prosecutor's Office. I will use my experience and legal background to be a voice of reason and deliberation.
I want to work with the new County Executive and the new Legislature to fix how tax assessments are done in the future, figure out the best way to resolve the issue of overpayment of taxes in the last cycle, and work with a Charter Review Commission to directly address the problems experienced during the last term. I would like to refocus our budget toward Charter-centered functions and eliminate spending on wasteful things that are not core functions of County government.

For the past 50 years, I have been engaged in a number of vocations, everything from a tomato picker to attorney. I have held a 2nd class FCC radio telephone license, worked as an aviation electronics technician, been a licensed pilot, interned for 3 months at KCPL in the accounting department, worked as a Locomotive Engineer (40 years), and currently a semi-retired attorney. (passed bar in 1994) I've lobbied in Jeff City, (only briefly), offered and lent some assistance to the ladies at NewHouse, and have recently investigated the recent reassessment debacle. I am currently the counsel for plaintiffs in the Raytown School District for their failure to revise their tax rates according to Article X, Section 20 of the Missouri Constitution. (Missouri's Hancock Amendment) I've been involved in domestic, bankruptcy and many other types of cases including 1031 exchanges where I had 3/4 million of client funds in my acct.. No client has ever lost a single penny in any transaction
Get this tax reassessment resolved! Get Tyler Technologies out of the picture and handle reassessment in house, it can be done!. Expand senior property tax freeze to include a freeze to a new location upon a finding that a downsize (for example) is necessary. Set aside a specific section of the Jackson County Jail for deadbeat parents. Request stiffer penalties for violations of Orders of Protections,(more jail time). Use Clay County process as a model. (deadbeat parents must appear monthly to prove compliance) Solicit/Invite new business to the county and offer a tax incentive tied to the number of good paying jobs it would provide, ie the more (good paying) jobs produced, the more tax incentive provided. Try to keep the Royals in their current location and, if unable or untenable, solicit light manufacturing focused on the future of vehicle electrification to locate at the current sports complex location. Revisit Data Ctr issues towards a compromised solution if possible.
