I have been serving on the Albany County Planning and Zoning Commission since 2023 and participated in updating zoning and conditional use regulations including the protection of the Casper Aquifer, Laramie Growth Area Plan, and the new wildlife-friendly fencing rules. I taught and led the Wildlife Program at the University of Wyoming for 25 years, was the Director of the Program in Ecology and the chair of the Department of Zoology and Physiology. I also served as the treasurer of Albany County Democratic Party for 4 years, am leading the effort to construct a new dog park in Laramie and am the treasurer of the Wyoming Coalition of Animal Protection. These experiences will allow me to better serve the community as a County Commissioner.
Water security: retention of water in the valley; development of infrastructure for water delivery; smart planning based on increasing demand from new housing and industrial development; protection of river and aquifer from over consumption by data centers and other new heavy users.
Energy independence: rooftop, community co-ops, and plugin solar; public solar installations; level 3 EV charging stations; EV credits.
Wide, open spaces: smart development planning; supporting working landscapes; collaborating with landowners, state and federal agencies to protect wildlife habitat.
Reduction in property tax violates the section of the Wyoming constitution that calls for all property to be taxed at its full value. Such reduction in taxes will impose a difficult situation on county commissioners (and others) because they would need to cut crucial services. If faced with this difficult situation I will prioritize maintaining the public health and welfare programs, and reducing costs associated with road and bridge, search and rescue and planning and zoning. At the same time, I will try to supplement these programs with external (e.g., federal, private developers – see below) funding.

I’m running for County Commissioner to ensure local government serves the people, protects private property rights, and makes responsible, transparent decisions. I believe government should remove unnecessary regulations and barriers so families, businesses, and agriculture can thrive in Albany County while preserving the values that make our community strong. I bring nearly two decades of public service in law enforcement, leadership, budgeting, investigations, and policy implementation, along with small business ownership and a proven record of bringing people together to solve local problems through practical, common-sense solutions. I am the only candidate who has spearheaded and created a road district to help improve our roads.
My top three priorities are housing, protecting property rights, and responsible government. First, I want to reduce unnecessary regulations that limit housing development while respecting the rights of property owners. Second, I want to work with landowners to create water and sewer districts that allow access to municipal utilities without requiring annexation into the City of Laramie. This approach can encourage responsible growth, reduce concerns about development over the Casper Aquifer, and create additional utility revenue for the city while preserving county property rights. The voters will ultimately decide whether to adopt the proposed constitutional amendment, and until that choice is made and any implementing legislation is finalized, it is difficult to predict the exact budget impact. While the proposed 50% residential assessment reduction is often misunderstood as a 50% revenue reduction, the actual effect on county revenues would likely be considerably less. If revenues decline, my priorities would be protecting core county services: public safety—including law enforcement and fire protection—followed by roads and infrastructure. I enjoy being an Albany County Commissioner, am passionate about Albany County and believe that solution-based, experienced leadership will be important in the next four years. I have experience as a manager of people and budgets in the private, public, and non-profit sectors. Those positions have taught me the importance of hard work, collaboration, and vision. Those skills helped reach agreements for emergency medical services, the detention center, renewable energy, and energy efficiencies in county building, and facilitated updates to the Casper Aquifer Protection Plan and the Laramie Growth Area Plan. I am focused on finding solutions. As a county commissioner, I have advocated for improved access to meetings.
1. Continuing to protect the aquifer, the Laramie River, and all sources of our drinking water.
2. Protecting public lands and open spaces for the citizens of Albany County.
3. Finding safe and affordable housing solutions for young families, people experiencing poverty and the elderly in Albany County.
Should the constitutional amendment pass, Albany County would see a reduction of $500,000 - $600,000 dollars in addition to the tax cuts already passed by the Wyoming Legislature. The Wyoming Legislature’s tax cuts over the past few years have resulted in the loss of millions of dollars of revenue to Albany County. To balance the budget with the reduction in property taxes along with the multitude of tax cuts in place, the Albany County Commission would have to eliminate non-essential spending and reduce the services delivered to the people living in the most sparsely populated areas in Albany County. Should the Wyoming Legislature continue to enact cuts and economic conditions deteriorate, Albany County would need to prioritize.

I am running for re-election for Albany County Commissioner. As a lifelong resident of Albany County, Wyoming, I am honored to know the people and know the issues. My husband and I were Masonry Contractors until his retirement, allowing me too not only have business experience but a working knowledge of contracting through my eyes and hands on at construction sites. I worked for Albany County Weed and Pest for several years allowing me to gain a close relationship with AC roads. I know the difficulty and why the arid climate creates difficult circumstances in maintaining dirt roads. Having served two previous terms, I have first-hand institutional knowledge. As county commissioner I serve the people of Albany County. First priority is all residents continue to receive excellent service when conducting business in Albany County. Second priority is Albany County needs to expand our business/ industrial tax base relieving property taxes. Third priority is to help reduce the cost of housing by adjusting zoning regulations to accommodate smaller parcels of land in areas of the County where people want to live, so they can afford land and have a house. Fourth, Albany County must express WE are OPEN for BUSINESS at every available opportunity. If we aren't willing help ourselves, why should anyone else? All the priorities work together to make Albany County stronger going into the future.
Albany County currently provides tax relief for property owners in need. This relief must be applied for. If the Peoples Incitive passes other programs will no longer be available and there will be a reduction in county services and very possibly layoffs. The 50% is only on the house the owner lives in, no rentals, outbuildings, no land. I do believe WE the PEOPLE have the right to bring forward to a vote any issue. Albany County will live with the vote of WE the People. Should I have to lay off people as I did in 2017, please volunteer to accompany me and hand out the pink slips, first you decide the people you want to lay off.
