There is one political party Primary election for this race: Democratic. All Democratic affiliated and unaffiliated voters will be eligible to cast a vote in this race. Unaffiliated voters will receive both DEM and REP ballots. Unaffiliated voters must return only ONE ballot. As per the Constitution, the U.S. House of Representatives makes and passes federal laws. The House is one of Congress's two chambers (the other is the U.S. Senate) and part of the federal government's legislative branch. Representatives are elected to a two-term office serving the people of a specific congressional district.The House has several powers assigned exclusively to it, including the power to initiate revenue bills, impeach federal officials, and elect the President in the case of an electoral college tie. Among other duties, representatives introduce bills and resolutions, offer amendments and serve on committees.

Submitted Biography Raised by a single mom, Shannon Bird knows how hard it is for families to get by. After working as a public finance attorney, Shannon became a volunteer in her children’s school and served as the citizen chair for a school district bond campaign. She was elected to the Westminster City Council and then to the State House, where she was ranked the state’s most effective lawmaker. In the legislature, Shannon fought to create jobs, support small businesses, protect abortion rights, keep communities safe, lower the cost of housing, and help retirees get the benefits they’ve earned. Now, Shannon is running for Congress to stop Trump’s assault on our democracy and way of life and to lower costs, protect healthcare, and overhaul ICE.

As someone who’s been uninsured, I know the fear that comes with wondering if you’ll be able to afford to go to the doctor. That’s why in the legislature, I focused on lowering costs and expanding healthcare access.

I’m proud to be the only candidate in this race who has passed healthcare reform. I took on the big insurance companies and won, expanding Medicaid and passing a law to prevent insurance companies from delaying care.

Unfortunately, both of my opponents, Gabe Evans and Manny Rutinel, voted for massive Medicaid cuts – something I would never do. That’s unacceptable, and the 1 in 4 residents in this district who rely on Medicaid deserve better.

I will always work to protect our care. That means reversing these cruel Medicaid cuts, expanding Medicare to cover vision, dental, and hearing, reforming Medicare Advantage, allowing the government to negotiate more drug prices for Medicare beneficiaries, restoring federal protections for abortion, and lowering health insurance premiums.
I am proud to have the longest pro-immigrant track record in this race. In the legislature, I co-sponsored and voted for laws to ban ICE from courthouses, and to create Colorado’s Immigration Legal Defense Fund. As chair of the Joint Budget Committee, I also fully funded Colorado’s Immigration Legal Defense Fund.

We need a fundamental overhaul of ICE. Allowing violent, masked, and untrained agents to act with impunity is dangerous and un-American. Reform must start immediately, and it starts with banning masks, requiring body cameras with publicly accessible footage, and restoring schools, churches, and courthouses as protected areas again. And it means that agents who break the law must be held accountable.

We also need to pass comprehensive immigration reform. That means creating a pathway to citizenship – especially for DREAMers – securing the southern border, and increasing funding for immigration judges so we can rapidly process asylum claims.
The right to vote is sacred. Here in Colorado, we’re proud to lead the country in voter protection and election integrity, efforts I’ve supported in the legislature.

We need to do more to protect the right to vote nationwide. On Day 1 in Congress, I will co-sponsor the John Lewis Voting Rights Advancement Act to protect voting rights across the country, and will also support the Freedom to Vote Act to make Election Day a federal holiday, expand voting registration and access, and make our elections systems more secure.

I’ll also work to ban partisan gerrymandering nationwide and stand up to Trump and Republicans, who are working to make voting harder.

He went on to become an economist in the U.S. Army Corps of Engineers. As a State Representative, Manny has passed over 400 laws to: stand up against ICE abuses, defend working families, protect vulnerable children, and strengthen Medicaid. I am running for Congress to stand up to Trump’s attacks on our democracy and his actions driving up the cost of living. For me, fighting Trump is personal. I was raised by a single immigrant mom, and I worked and studied hard to become an economist with the US Army Corps of Engineers. As a Colorado legislator, I have passed laws to fight Trump, protecting our right to vote and stopping ICE from terrorizing Latino families like mine. Now I’m running to bring that fight to Trump in Congress. Unfortunately, my opponent Shannon Bird was the only Democrat to vote with Republicans to allow police to cooperate with ICE, and let ICE raid our schools and hospitals. Trump is making life too expensive. I grew up on food stamps and Medicaid, the same programs Trump and Gabe Evans are destroying to give tax breaks to billionaires. His tariffs drive up the cost of groceries and housing. His budget forces millions of Americans off their healthcare. In Congress, I will lower costs, expand tax credits, work to restore Medicaid and Affordable care act funding, make billionaires pay what they owe, and fight Trump's reckless tariffs. I will always protect Social Security and Medicare and work to deliver results that make your life better and stop Trump's cruelty and corruption.
Stopping the Abuse of Your Tax Dollars: While you struggle with rising costs, Trump spends billions of taxpayer dollars building immigrant prison camps like Alligator Alcatraz, killing American citizens, and targeting law-abiding immigrant families. I will keep our government focused on lowering costs and stop Trump's corruption and abuse of power.

Protecting Our Neighbors from Brutality: I'm the son of a single immigrant mom and the only candidate who voted to protect Colorado immigrants from ICE brutality as a cosponsor of SB25-276, keeping Colorado law enforcement focused on safety rather than ICE's cruelty. Trump's policies make families afraid to go to school, church, or the doctor. Our communities work best when everyone feels safe. Holding Trump Accountable: In Congress, I will hold Trump and ICE accountable. ICE agents should not wear masks, take people in unmarked cars, or stop people based on skin color. They should wear body cameras, use judicial orders, and face consequences when they break the law.

Immigration Reform and Public Safety: We need enforcement focused on violent criminals, gang members, and traffickers, not neighbors who contribute to our communities and pose little threat. We should give immigration enforcement tools to stop fentanyl and weapons at our border, provide a pathway to citizenship for DREAMers, and protect undocumented workers from exploitation. I'll fight for a fair immigration system that reflects our values.
Our elections have integrity, and that's not my opinion, it's what the evidence consistently shows. Audits, recounts, and courts at every level have confirmed this time and again. As a state representative, I've seen firsthand the dedication of our election workers, the clerks, volunteers, and nonpartisan officials who work long hours to ensure every vote is counted accurately. These public servants deserve our gratitude and protection, not threats and harassment. What truly threatens election integrity isn't voter fraud. It's the deliberate erosion of trust by leaders who undermine confidence in our system for political gain. Donald Trump's relentless attacks on our democratic process, from spreading lies about stolen elections to inciting violence on January 6th, have done real damage to faith in American democracy. The Supreme Court's gutting of the Voting Rights Act has opened the door to voter suppression targeting communities of color and working families: families like mine and the people I am running to represent. In the Colorado legislature, I didn't just talk about voting rights. I sponsored and passed legislation to expand voting access because I believe democracy works best when every eligible citizen can participate. I'll keep fighting to defend election workers, protect voting access, and restore the full protections of the Voting Rights Act in Congress.
