The New York State Assembly is the lower chamber of the New York State Legislature. Alongside the New York State Senate, it forms the legislative branch of the New York state government and works alongside the governor of New York to create laws and establish a state budget. Legislative authority and responsibilities of the New York State Assembly include passing bills on public policy matters, setting levels for state spending, raising and lowering taxes, and voting to uphold or override gubernatorial vetoes.The New York State Assembly meets in the state capitol building in Albany, New York.Assembly District 69 includes parts of New York county.
Experience and Qualifications
Eli Northrup is a public defender, policy advocate and community leader who has spent his career fighting for justice and standing up for people. With a proven track record as an effective advocate for the people he represents, Eli has a reputation as a leader who gets things done. As Policy Director for the Criminal Defense Practice at The Bronx Defenders, Eli has led a team of advocates working tirelessly in Albany to ensure fairness and dignity for all New Yorkers. He played a central role in campaigns at the city and state levels to protect due process, guarantee transparency, ensure that people with criminal records can find jobs and stable housing, and reduce the population of Rikers Island. Prior to working at The Bronx Defenders, Eli was an E. Barrett Prettyman Fellow at Georgetown University Law Center and clerked for federal judges on the Third Circuit Court of Appeals and the Southern District of New York.
Community Involvement
Eli is a member of the Three Parks Democratic Club, the Morningside Heights Community Coalition, and the W 111th St Block Association. He is also active in participating in marches to call for Columbia University to “Open the Gates” on W 116th Street. In 2024, Eli ran for the open State Assembly seat in the 69th District, finishing second place to succeed retiring Assemblymember Danny O’Donnell. He was proud to be endorsed by Assemblymember O'Donnell in 2024.

Eli received his J.D. from New York University School of Law, where he graduated cum laude and was an Arthur Garfield Hays Civil Liberties Fellow. He received an L.L.M. in Trial Advocacy from Georgetown University Law Center and a B.A. in Psychology

Defending New York From Trump: As a public defender, I have spent his life and career standing up to bullies. I have defended New Yorkers in court, fighting for others when the odds were stacked against them. I will use my experience to fight back by passing legislation to protect our immigrant neighbors and reinforce our Democratic institutions.
Advancing The Affordability Agenda: The people who keep this city running—our teachers, social workers, nurses—must be able to afford to live in it. I will fight to make the promise of universal childcare and healthcare a reality, to build more affordable housing, and protect tenants.
Fighting for the West Side: I will protect the staples of our neighborhood that make it so special. Whether it is advancing policies that address the glut of vacant storefronts and scaffolding, supporting local businesses, or pushing for more workers in our incredible parks–I am committed to championing the diverse and unique qualities of the Upper West Side.
My father worked for the Nature Conservancy for almost forty years, and instilled in me a deep appreciation for our natural world along with an obligation to protect it.
Addressing climate change in New York starts with enforcing and defending the laws we already have in place. In 2019, NYS passed the Climate Leadership and Community Protection Act (CLPCA), the most ambitious climate law in the country. As an Assemblymember, I will strongly oppose any efforts to weaken, delay, or roll back the CLCPA.
I will also champion a moratorium on data center construction, a statewide cap and invest program, and legislation that pushes for more clean energy including making rooftop solar panels more accessible.
As a public defender, advancing social and racial justice has been my life’s work. As an Assemblymember, I will continue to prioritize fighting for it. That means ensuring immigrant New Yorkers are protected through the New York for All Act, which would prohibit state resources from being used to enforce federal immigration law, and is a bill I have been advocating for since 2020.
It means fighting for universal childcare and fair pay for childcare workers. And it means ensuring that new affordable housing development comes with strong labor standards and actually benefits the working families who live in our communities.
I will fight for the NY Health Act to ensure that no New Yorker is denied care or driven into poverty by medical costs. I will fight for sentencing reform through Communities Not Cages–a campaign I helped to launch–which would address the harm that decades of mass incarceration have caused to Black and brown communities across our state.
Louisiana v. Callais will prove to be the most consequential fight of the next generation and is a call to action for New York. I agree with Governor Hochul that the State Legislature needs to revisit NY's redistricting process. The game has changed, and we need to fight.
There is a bill currently pending in the State legislature to redraw our congressional lines more than once a decade, if other states do so. While this is a two-year process since it requires an amendment to the Constitution, I would fight to push this legislation forward. We have a decades-long fight ahead of us to hold onto our democracy. It is critical that New York plans ahead to ensure we have the flexibility to respond strategically to national attacks on democracy.
State governments are our last line of defense and we must work in coordination with Democrats nationwide to protect our democratic institutions and our civil rights from Trump’s attacks.
