Alabama’s parole system is intended to balance public safety with rehabilitation, but critics argue low parole rates contribute to prison overcrowding and limit second chances. How would you approach improving reentry opportunities while maintaining community safety?

Debra Foster’s lifelong commitment to public service, community leadership, and economic empowerment has prepared her to effectively serve House District 32. As a community leader, small business owner, and realtor, she understands the challenges facing working families and the importance of creating opportunities for growth and stability. Debra made history as the 1st African American woman elected to the Anniston City Council & the 1st African American to serve as Vice Mayor of Anniston. For decades, she has worked to improve the quality of life for families across Calhoun County through advocacy, leadership, and community engagement. Her experience and dedication make her a strong voice for Alabama House District 32.
Healthcare Debra believes every family deserves access to affordable, quality healthcare. She supports expanding healthcare access, protecting rural hospitals, and increasing mental health and addiction treatment services for Alabama families. Education She supports strong public schools through increased funding, better teacher pay, and workforce training programs that prepare students for successful careers. Economic Development She is committed to creating economic opportunities by supporting job growth, infrastructure improvements, broadband expansion, and policies that help working families achieve financial stability.
One of the biggest challenges facing rural Alabama is access to healthcare. Too many families must travel long distances for care while rural hospitals struggle to stay open. I support expanding Medicaid to help protect rural hospitals, increase access to affordable healthcare, and create jobs in our communities. We must also invest in mental health services, addiction treatment, and workforce development programs that help recruit and retain healthcare professionals in rural areas. Expanding broadband access is also important so more families can benefit from telehealth services. Healthcare is not only a quality-of-life issue, but also an economic issue that impacts families, businesses, and the future of our communities.
Clean air, land, and water are essential to the health of our communities and the future of economic development in Alabama. Clean air, land, and water are essential to both the health of Alabama families and the strength of our economy. Protecting our natural resources helps improve public health, attract businesses, support agriculture and tourism, and create stronger communities. I believe Alabama must balance economic growth with environmental responsibility by investing in safe water systems, infrastructure improvements, broadband expansion, and responsible development practices that protect our communities while creating jobs and opportunity. Protecting our environment is also a healthcare; healthier communities lead to low cost.
I support a balanced approach to elections that increases voter participation while protecting election integrity. To improve turnout, I support expanded voter education so citizens clearly understand registration requirements, polling locations, identification rules, and voting options, along with stronger civic education in schools to encourage lifelong participation. I also support practical measures that expand access to the ballot, including early voting, improved absentee voting for seniors, working families, and people with disabilities, and ensuring adequate polling locations so voters are not burdened by long travel distances or excessive wait times, particularly in rural communities. At the same time, I support strong safeguards.
Alabama’s parole system should balance public safety with rehabilitation and second chances. Reentry should start before release with education, job training, and mental health and substance use treatment. After release, stronger supports like workforce programs, transitional housing, and community services are essential. Parole decisions must remain based on clear standards, accountability, and risk assessment. Investing in rehabilitation reduces recidivism and strengthens public safety.
The most important thing for Alabamians to know about me is that I am a lifelong community leader who has spent my life working to improve the quality of life for families in Calhoun County and beyond. As a small business owner, Realtor, and public servant, I understand both the everyday challenges people face and the importance of creating real opportunities for growth and stability. I made history as the first African American woman elected to the Anniston City Council and the first African American Vice Mayor of the City of Anniston, but my focus has always been service—not titles. My priorities are rooted in what matters most to working families: access to quality healthcare, strong public education, and economic development.
