My top three priorities are the 80% kitchen-table issues that matter most to working families in the 51st District:

Restore affordability – Fight skyrocketing utility bills, water-rate hikes, and regressive taxes like the mileage tax. My first bill in Congress would eliminate federal income taxes on the first $50,000 of earned income.

Public safety and secure communities – Support law enforcement, demand accountability on homelessness, and secure the border while treating people humanely and putting citizens first.

Protect families and fairness – Ensure parental rights and transparency in schools, and preserve safety and fairness in women’s sports for biological females.

As the Trojan Horse for Common Sense, I will focus on practical results rather than partisan ideology.
I am a 40-year San Diego small-business owner and founder of Caplan Financial (est. 1986). For nearly four decades I have helped families and small businesses navigate tight budgets, rising costs, and financial challenges. Running a business in California has given me firsthand experience identifying waste, fraud, and inefficiency in government programs and regulations that affect everyday people. Families and small businesses are forced to balance their budgets every month; Washington should be held to the same standard. My real-world experience equips me to bring fiscal discipline to Congress — spotting wasteful spending, eliminating fraud, and directing tax dollars more wisely toward the 80% kitchen-table priorities that actually improve life for working families in the 51st District. I do not come from politics — I come from the real world. This practical perspective is exactly what is needed to fight effectively for the people who live and work here.
Yes, our immigration laws must be changed. The current system is broken — it is neither secure nor humane, and it harms American workers and legal residents. I support a balanced, common-sense overhaul that includes:

Strong border security and enforcement to stop illegal crossings and drug trafficking. Expanded legal pathways for skilled workers and those who will assimilate and contribute. An end to chain migration and catch-and-release policies. Prioritizing American citizens and legal residents for jobs, hospitals, schools, and public resources.

We can be a compassionate nation while protecting wages, public safety, and the rule of law. Secure borders and orderly legal immigration are not contradictory — they are both necessary for a functioning society.
I strongly support full transparency in campaign finance. Voters have a right to know who is really funding candidates and causes. I would support legislation requiring real-time disclosure of all donors to Super-PACs and dark-money groups, including the true source of funds behind 501(c)(4) and 501(c)(6) organizations. I also endorse term limits for members of Congress to help break the corrupt relationships that develop between big donors, corporations, and career politicians. There should be reasonable limits on who can donate and how much can be poured into campaigns. True reform means maximum disclosure combined with term limits so that elected officials answer to the people — not to wealthy special interests.
I support practical, bipartisan federal action to address California’s water challenges. Key reforms I would back include:

Increased investment in water storage projects, desalination plants, and recycled water infrastructure. Streamlining permitting for new supply projects while maintaining environmental protections. Federal incentives for conservation, efficiency upgrades, and nature-based solutions. Better coordination between federal, state, and local agencies to reduce waste and duplication.

As a small-business owner who has seen the real impact of water-rate hikes on families, I believe we need more water supply — not just more restrictions. Federal leadership should focus on building new capacity and modernizing infrastructure so California can reliably meet the needs of our growing population and agriculture.
