1. Fiscal accountability and responsibility. My first day in office I will order a complete, 100% audit of every dime being spent by the Sheriff’s Department. Not just how much is being spent, but where it’s being spent and why it’s being spent. We must enure the public knows we are spending their tax dollars wisely.

2. Employee health and wellness. Our personnel have been suffering for years under what I consider to be less than adequate leadership. We continue to have too many vacant positions, people continue to be forced to work mandatory overtime, sometimes working double-double and triple-double shifts. They are being forced to come in on days off and cancel or reschedule vacation time. They are stretched too thin. They are worn out and exhausted. Morale is at all time lows, we can’t recruit, hire, train and retain enough people to even keep up with annual attrition. People are joining the department, getting our excellent training, and then lateraling out to other agencies (probably picking up signing bonuses to boot).

3. Public safety. Above all else. Providing public safety is the sworn duty of law enforcement. The law does not lean left or right. The law does not do politics The duty of all law enforcement is to enforce the law fairly, consistently, without prejudice and without favor. All the time. As Sheriff, it is my duty to ensure that our personnel have the requisite education, training, equipment and leadership to do the job safely and as per the constitution. I pledge that every minute of every hour of every of every day I am in office, I will strive to ensure that all of these goals become reality. Mandatory POST Training has been slacking. Equipment has been failing. We need more and better public support and interaction. We need newer and better equipment for our troops. We will fix all of these things.
I have extensive education, training, and experience that makes me uniquely qualified to become the next Sheriff of the Los Angeles County Sheriff’s Department. I believe that none of the other candidates, including the current and former sheriff, can match my level of experiences within the department.

Experience: In my 36 years of service to the Department, I worked a wide variety of assignments. I led team that created the SHARE Tolerance Hate Crime Education Program. A mobile program geared toward middle and high school students.

I worked a Joint Federal Task Force (Operation Big Spender), the Internal Affairs Bureau (Deputy-Involved Force and Shooting rollout team, Aide to an Assistant Sheriff, assisted in the creation of the Personnel Performance Profile..

Upon promoting to captain, I was hand-picked to oversee the creation and build out of the Education Based Incarceration Bureau, which provided education and life skills classes to qualified inmates. After EBI was up and running, I was asked to help with the creation and build out of another new Bureau, the Population Management Bureau (PMB), which oversaw the intake, classification, and housing over every inmate entering custody.

Education: I have a Master’s Degree (MA) in Organizational Leadership, a Bachelor’s Degree (BA) in English (writing), and an Associate’s Degree (AA) in Police Science. I am certified in Emergency Operations Management from Texas A&M University, and Certification in Executive Development from Cornell University.

Training: Over my 36-year career, I received countless hours of training in virtually every aspect of law enforcement. This includes both criminal and administrative investigations, personnel development, custody operations, patrol operations, fire response, shooting and force investigations, gangs, disturbance response, platoon deployment, weapon safety, etc.

If elected, my top three priorities are centered on mission focus, personnel support, and modernizing the Department to deliver real public safety outcomes.

First, we must return to a clear, unified mission: protecting our communities and reducing crime. Today, too many units operate in silos without alignment. I will ensure every division, every leader, and every employee is working toward one goal with accountability, consistency, and measurable results.

Second, I will invest in our personnel. Staffing shortages, outdated schedules, and limited post-academy training have taken a toll on morale and performance. I will work with our unions and contract cities to implement modern scheduling, expand continuous training, and create defined career pathways in patrol, custody, and specialized units. When our people are supported and confident, they serve the public more effectively.

Third, I will modernize operations while rebuilding public trust. This includes upgrading technology, improving efficiency in processes like CCW issuance, and addressing long-standing challenges in our jail system through professionalization and leadership accountability. Transparency and consistency will be the standard, not the exception.

These priorities ensure a Department that is focused, supported, and equipped to meet the demands of today while keeping our communities safe.
I am running for Los Angeles County Sheriff because my background, experience, and education have prepared me to lead with clarity, accountability, and a strong commitment to public safety.

I came to the United States as an immigrant and was raised with values of hard work, faith, and service. Those values led me to serve in the United States Marine Corps, where I deployed to Iraq and Afghanistan. My military experience taught me discipline, leadership under pressure, and the importance of a unified mission.

I have served in the Los Angeles County Sheriff’s Department for over 15 years, working in custody, patrol, Professional Standards, and the Public Information Office. These assignments have given me a comprehensive understanding of both frontline operations and internal accountability. I currently serve as a Chief’s Executive Aide, where I work on policy, review critical incidents, and help align operations across the Department.

I also hold advanced degrees in Homeland Security, Criminal Justice, and Organizational Leadership, and have completed respected leadership programs.

I bring real experience, current perspective, and a forward-looking approach to leadership, focused on supporting our personnel and delivering safer communities for all.
