1.Fair, open and honest representation. Providing a voice to all people in this diverse district -- from rural to urban, from liberal to conservative. In this deeply partisan time, we need a member of Congress who truly respects all people and wants to work across party lines to find solutions. As a life-long independent who has always worked well with people regardless of their politics, I can do this.
2. Affordability. Californians are currently facing some of the most unaffordable housing, gas, and groceries in the country. This is a complex problem with many causes but there are things that Congress can do to help. This will be a top priority for me. Daily life should not be such a struggle.
3. Health care. Health care should be accessible and affordable. The US has excellent doctors, nurses, and medical facilities yet the cost of receiving care and health insurance rates have skyrocketed in the past few years. All of it is now cripplingly expensive. Rural communities are facing real challenges just keeping hospitals open. Congress must work in a bi-partisan fashion to make healthcare available and affordable, including for rural people.
I'm a rancher, author, lawyer, and mother. I have spent my adult life working in my community to help out wherever needed. When the schools closed due to COVID, I spent the summer working with other parents and teachers to get it back open. This led to me running for the school board, where I have now been serving for 5 years. When my kids' sports teams needed coaches, I stepped forward and coached youth baseball and soccer. When my church needed help, I joined the lay leadership, which I have been doing for 19 years. I also served two terms on the City Commission of my home town. Wherever I am, I work hard to understand the challenges and find and implement solutions. I never consider any job unimportant. It takes everyone. When people of good will come together, and egos are put aside, it's amazing what we accomplish!
There have been several serious efforts to get our immigration laws fixed but they have been repeatedly thwarted by partisanship. There is widespread agreement among Americans that we need humane policies that treat people with dignity while at the same time we need to control immigration and secure the border. These goals are not inconsistent. We just need people in Washington who are capable to working together to pass common sense immigration policies. I will be that kind of legislator.
I support transparency and contribution limits. There is simply too much money in politics, making it nearly impossible for ordinary citizens to successfully run for office and leading to good people choosing not to run. This causes widespread cynicism about government. Then people stop participating in meaningful ways. This is why fixing this problem is so important. It threatens to undermine our democracy.
Water issues are especially important in California, where we have the highest agricultural production in the country and we have ever more stresses on our water system. The solutions require balancing the many demands on the system. As someone who worked on water issues for several years as a lawyer, I believe I can help find fair and lasting solutions to this challenging concern.

I've represented the 2nd District for the past 14 years, and before that served in the State Assembly for 6 years.
Our immigration policy should be comprehensive, reflecting both order and compassion. We can have a safe, orderly border policy and secure ports of entry without a huge, unaccountable paramilitary secret police force terrorizing our communities. I oppose any further funding of ICE without sweeping reforms and an end to Trump's mass deportation machine. I support keeping families together, treating immigrants as human beings instead of scapegoats and villains, and providing a pathway to citizenship for peaceful, law-abiding immigrants.
I support overturning the terrible Citizens United case, by Constitutional Amendment if necessary, and instituting comprehensive campaign finance reform that includes contribution and expenditure limits, a ban on Super PACs and dark money, full disclosure and transparency, restrictions on permanent year-round fundraising, and public financing for candidates who fund their campaign with small-donor contributions. I also support stiff penalties and taxation for campaigns and entities that violate these rules, with the proceeds going into the public campaign financing system.
California water allocation is primarily a function of state water rights and state authorities, and I oppose federal preemption of the state's primary role in managing water rights and water law. Tribal water rights must also be respected. The operation of federal water projects such as the Central Valley Project must always comply with California law and tribal water rights and trust obligations, including protections for areas of origin, water quality standards, and the public trust doctrine. I believe California has come to rely too much on hugely expensive, vulnerable, and environmentally damaging water export schemes -- in many cases driven by powerful special interests instead of objective analysis to determine the most cost-effective, reliable and sustainable solutions. Communities and regions that depend on imported water should prioritize diversifying their water supply portfolios and developing greater reliability and resilience through conservation, recycling, stormwater capture, local storage, and in some cases desalination, and the federal government should incentivize and support these forward-looking strategies.

My top three priorities are lowering the cost of living, restoring accountability, and protecting economic freedom.
First, I will fight to reduce costs by addressing out-of-control utility rates, excessive regulations, and federal policies that are driving up fuel, energy, and everyday expenses.
Second, I will hold government agencies and utility companies accountable. Families should not be forced to pay for failures, mismanagement, or disasters caused by poor planning and lack of oversight.
Third, I will protect and grow our economy by supporting small businesses, reducing federal overreach, and ensuring that policies encourage job creation instead of stifling it.

Yes, immigration laws must be reformed to prioritize security, enforcement, and legal immigration.
We must secure the border, enforce existing laws, and end policies that incentivize illegal entry. A country without secure borders cannot maintain public safety or economic stability.
Legal immigration should be streamlined to support workforce needs, but it must be lawful, merit-based, and controlled. We cannot continue policies that overwhelm local communities, strain resources, and undermine the rule of law.
Immigration reform must put American citizens, workers, and communities first.
I support full transparency in political funding. Voters have the right to know exactly who is funding campaigns and influencing elections.
I support requiring complete disclosure of all donors, including those contributing through Super PACs and other third-party organizations. Dark money and hidden funding undermine trust in government.
At the same time, reforms must respect constitutional protections while ensuring that transparency and accountability are not compromised.
California must take a more aggressive and practical approach to water management.
I support expanding water storage, investing in infrastructure, and fast-tracking projects that increase supply, including reservoirs, groundwater recharge, and recycling systems.
We must reduce federal and state regulatory barriers that delay critical water projects for years while communities face shortages.
Water policy must prioritize reliability for residents, agriculture, and local economies, while maintaining responsible environmental stewardship.
