End Affordability Crisis - Our communities in CA-15 are suffering from skyrocketing costs of essentials like groceries, insurance premiums, property taxes, energy prices, and other utility bills as their rates of rise are outpacing wages. Teachers, nurses, police, and other essential community workers can't afford to live in the communities that they serve and endure long commutes, Heartbroken retirees are forced to leave their long-time homes where they lived all their lives. This cruel, unsustainable situation stems from years of unrepresentative, Corporate PAC and Special Interest funded, self-serving politicians. That's why I have taken a pledge to not take money from any Corporate PACs or Special Interest Groups. As your Congressman, I will fight to recognize healthcare as a right ("Medicare for All"), repeal Trumpβs inflationary tariffs on everyday use items, and hold insurance companies and county boards accountable for arbitrarily raising premiums and property taxes. Furthermore, I will: Introduce Circuit-breaker Rule to protect seniors and families from "Property Tax Overload", Support repeal of Prop 19 - a "Death Tax" on families, Drive broader prosperity by tying entry level pay to no less than 1% of a CEO's total compensation, & Champion incentives and policies to make housing affordable and available.
Fight authoritarianism - If you are tired of Democrats' weak-kneed response to Trump and his enablers' assault on democracy, I am the right candidate for you. I will fiercely defend our institutions: impeach threats to elections, expose authoritarian plots, unite us against subversion, and fight against disenfranchising laws like SAVE Act.
Protect workers from AI related job losses - I will fight alongside Bernie Sanders and others to propose hard guard rails against businesses to protect workers' jobs in the name of AI productivity. To learn more about my multi-prong plan to combat current AI crisis, you can visit https://mantosh.us/issues/
I'm Mantosh Kumar β electrical engineer, MBA, and 25-year San Mateo resident. I've managed programs worth hundreds of millions to a billion dollar at Oracle, Cisco, and ServiceNow, delivering real results on time and on budget. I know how to identify broken systems, build solutions, and measure outcomes. That's exactly what Congress lacks and our district, CA-15 desperately needs.
Our district faces an affordability and housing crisis, a healthcare system that bankrupts families, an AI revolution displacing workers faster than politicians can respond, and commutes that steal hours from people's lives. These aren't ideological problems β they're engineering problems. And I'm an engineer.
I've lived in this community for over 25 years. These challenges aren't abstractions to me β they're my and my neighbors' reality.
But the most important qualification I bring is this: I am not funded by corporate PACs or special interests. Not a single dollar. Every vote a representative casts is shaped by who they're beholden to. A representative funded by real estate lobbies, insurance companies, and corporate PACs isn't working for you β no matter what they say on camera.
I have no paymasters other than the voters of CA-15. That independence is what makes every policy position I hold credible β and every fight I'll take to Washington winnable, for you.
CA-15 deserves a representative who shows up to build, not perform. I'm that person.
Vote Mantosh Kumar on June 2nd to send a fighter to Washington who answers only to you. Letβs win together! Visit https://mantosh.us and.join the fight.
Yes β and the changes must restore due process, human dignity, and economic common sense.
In CA-15, roughly one in three neighbors is an immigrant. They pay taxes, start businesses, staff our hospitals, and build the tech industry that powers the American economy. The current system fails them β and it fails us.
Here are the reforms I support:
End secret-police tactics - masked agents grabbing people off streets without clear identification or visible warrants is not law enforcement - it is state intimidation. No person on American soil, regardless of status, should be arrested without due process protections guaranteed by our Constitution.
Create a clear, fair path to citizenship - for long-term residents, DACA recipients, and essential workers who have built lives here. Deportation after decades of contribution and community ties is neither just nor practical.
Reform the legal immigration backlog - millions wait years, sometimes decades, in bureaucratic limbo. We must modernize processing, increase visa capacity for high-demand skilled workers, and eliminate backlogs that force talented people to either leave or live in uncertainty.
Fix asylum processing at the border - with adequate immigration judges, legal aid, and humane facilities β so the system is orderly and lawful, not chaotic and cruel.
Immigration is not a threat to manage. It is the story of America. A fair, orderly, humane system doesn't just reflect our values β it strengthens our workforce, our communities, and our future.
Democracy dies in the dark β and right now, billionaires and corporations are writing checks in the shadows to buy the representatives they want. I know this firsthand: our current Congressman Kevin Mullin has taken corporate PAC money from real estate lobbies, AIPAC, and many other special interest groups.
The result?
Legislation like Prop 19 that reads like it was written by the California Association of Realtors β because it essentially was.
I accept zero corporate PAC money. Not because it's politically convenient, but because a representative cannot serve two masters.
Here are the legislations I will champion:
Overturn Citizens United legislatively - Support a constitutional amendment, if necessary, to establish that corporations are not people and money is not speech.
Pass the DISCLOSE Act - Require every organization spending money to influence federal elections β including Super-PACs, 501(c)(4) "dark money" groups, and shell companies β to publicly disclose all donors giving $10,000 or more. No exceptions. No loopholes.
Ban dark money shell structures - Close the conduit loophole that allows billionaires to funnel unlimited anonymous cash through nonprofit intermediaries to avoid disclosure. If your money influences an election, your name belongs on the record.
Ban all Congress Members from trading stocks based on insider information - If it's a crime for ordinary citizens of our country to trade stocks based on insider information, it should be the same for the members of Congress.
Transparency is not a partisan issue. It is the foundation of self-governance. Voters have a right to know who is funding the people asking for their trust. I'm not funded by any of them. And that's exactly why I can fight to expose all of them.
Water is not just a commodity β it is a human right. California faces a deepening crisis: droughts intensified by climate change, aging infrastructure, inequitable access, and AI data centers consuming billions of gallons annually competing directly with communities for survival.
Here is what I will fight for in Congress:
Reform federal water allocation to prioritize people over profit. Current Bureau of Reclamation contracts often lock in outdated allocations favoring large agricultural and corporate interests. I support modernizing these contracts to reflect 21st-century climate realities and community needs first.
Invest in water recycling and desalination infrastructure. Federal funding must aggressively expand advanced water recycling facilities and support cost-effective desalination projects β reducing dependence on drought-vulnerable snowpack and reservoirs.
Mandate water efficiency standards for AI and tech infrastructure. Data centers must meet strict water consumption caps before receiving federal operating permits. AI's insatiable water appetite cannot be subsidized on the backs of California communities already facing shortages.
Restore wetlands and nature-based solutions. Invest federally in wetlands restoration, green stormwater infrastructure, and urban tree canopy β proven, cost-effective tools that replenish groundwater, reduce flooding, and improve water quality simultaneously.
Fix legacy pollution and environmental justice gaps. Too many low-income and minority communities in California drink contaminated water. Federal EPA enforcement must be strengthened, with dedicated funding to replace lead pipes and remediate agricultural runoff in underserved communities.
Fund regional water storage and smart grid systems that capture storm surges for dry-year use β turning climate volatility from a threat into a resource.
Water security is climate security. And climate security is national security. Let's treat it that way!
