City of Fresno City Council Member, District 1

The Fresno City Council is the legislative body of the city of Fresno. Their powers and duties are subject to the Ralph M. Brown Act and include the consideration of land use decisions, reviewing and approving the annual City budget ($2.36 billion for the fiscal year 2026), and other actions taken by ordinance, resolution, etc. at publicly noticed City Council Meetings. The seven Council members are elected to four-year terms and there is a limit of two consecutive terms.

Safer Neighborhoods Support for Small Businesses Clean & Well Maintained Streets
As a Tower District homeowner for 24 years I have lived through the challenges our neighborhood faces. I don’t come from a background of politics but from a blue collar background. I spent twenty years with Skywest Airlines flying in and out of Fresno as a flight attendant. Prior to that I worked as a entertainer at Disneyland for a decade.

My top priority is building neighborhoods that work for all. Everyone should live in a neighborhood that is safe, clean, has a park, public transportation and other essential commodities such as grocery stores, doctors, and restaurants. Code Enforcement may play a big role in that and the utilization of my district code enforcement will play a big role. Too much of Fresno has been left behind and that is true for too much of District 1. Every neighborhood has its own unique needs and I aim to provide for these needs. Another priority would be transparency. Each council district gets about 1.2 million dollars, three hundred thousand of that is for public works, per fiscal year. How is that money spent? I would provide quarterly reports clearly dictating how that money was spent and demonstrating the results of it. I would push for my public input such as not doing so many items on consent and then restricting the public to 3 minutes on 15 topics for consent. The city budget in general is done behind closed doors. Being transparent and being there to hear the concerns of the residents is very important to me. Complete streets that serve the need for every resident is an essential for me as well. Curb ramps and accessible pedestrian signals at every intersection will be my goal. Sidewalks that connect neighborhoods and children to schools. Bike lanes that make bikers feel safe and that will connect them to public transportation is vital. We have so much public infrastructure in disrepair. I will find away and set a plan for the future to get us to safe and sustainable infrastructure for all.
I have been two things since birth, the son of Margie and Joe Hinojosa and a Fresnan. Living in the City of Fresno for forty-two years, I have seen the City of Fresno grow far and wide. I am a graduate from Fresno Pacific University with a Bachelors in Business Administration with an emphasis in Organizational Leadership. Understanding the City of Fresno and being a resident for all this time gives me the necessary knowledge that puts me ahead of the other candidates. I love this city and have never left it and I never will. I will not be using the District 1 residents as a stepping stone for grander political purposes. The grandest position I can have is to serve my neighbors. I have been serving them since before I was an adult. I have served individuals with disabilities since the age of 16. I have worked with the City of Fresno for almost 10 years and the past 3 as the Americans Disabilities Act coordinator. I am charged with leading accessibility throughout the City of Fresno. That means I work with every department and nearly all the divisions to ensure that all public facilities, programs and services are accessible. I am very aware of programs and services being offered and want to strengthen those services for my neighbors. I am not a politician, I am your neighbor, your voice.
