🗳The Clerk-Recorder & Registrar of Voters manages elections of 348 officials, voter registration, birth, marriage and death records; real estate records, and “doing business as” names. They recommend to the Board of Supervisors contracts to scan and count votes, track voters, and scan and store deeds and vital records. They prepare the Election Administration Plan (EAP) every 4 years to be presented to the Secretary of State for approval. It describes administration, education and outreach. The budget is $17 million, with 65 permanent staff and hundreds of temporary election staff. The term is four years, and pay is $259,000/year. For her first term as County Clerk and Recorder, Michelle prioritized security, communication, and customer service for the people of Ventura County. In just three years since taking office in January 2023, Michelle and her team have achieved many accomplishments in these focus areas, including:
*Successfully applied for and received $2.3 Million in Election security grants from the State of California.
*Restructured the agency to bring in a Legal Compliance Officer and Information Technology Manager to facilitate the highest measures of election security and integrity.
*Provided greater protections for property owners with additional Fraud Prevention Advisory Letters and strengthened partnerships with the District Attorney’s Real Estate Fraud Prosecution Program and real estate professional community.
*Expanded Clerk and Recorder services at the Thousand Oaks satellite office for the convenience of east county residents.
*Partnered with the California Secretary of State’s office to provide an on-site Apostille certification event, serving 315 customers in a single day.
*Increased outward communication via social media, website, news releases, and direct engagement with various communities across Ventura County.
*Created the Election Education Series of informational seminars and Election SMART! to promote transparency and improve voter confidence in local elections.
*Accommodated 12 couples in a special Valentine's Day group wedding ceremony, despite the holiday landing on a Saturday​.

Paul Johnson as Ventura County Clerk will ensure that the computerized systems used for Elections function as intended, and that the Election Records are reliable and protected from deletion and modification.
Paul Johnson as Ventura County Clerk will implement the principles of the Reform California.org Voter ID Initiative to the fullest extent allowed by law: Accurate Voter Roll, Proof of Citizenship To Register To Vote, and Voter ID to Cast a Vote.
Paul Johnson is a Computerized System Analyst with twenty years of experience with computerized systems like those used by the Ventura County Clerk for elections and public records. He will apply the principles of software quality assurance to the management and improvement of the County Clerk computerized systems.
Paul Johnson has twenty years of experience supervising staff and is well-qualified to supervise the staff of the Ventura County Clerk. He has extensive experience implementing and using document control systems.
1. I will enhance controls on Deed and Title transactions in order to prevent fraud. These controls include:
a. Institute computerized and manual monitoring of activities such as title and deed inquiries to flag suspicious activity and suspicious persons that fit the pattern of fraud in the making, and then investigate the persons involved before a transfer is initiated thereby perhaps preventing a fraudulent transaction from initiating.
b. Coordinate with other agencies such as County Assessor to perform the computerized and manual monitoring to detect fraud in the making.
c. Obtain positive confirmation from the current holder of a title or deed of the veracity of the impending transfer and the legitimacy of the persons engaged in the transaction before the transaction is consummated.
2. Perform a business analysis on each service provided by Ventura County Clerk to identify weakness in the business processes and to identify areas to apply technology to provide services more efficiently, more quickly and with less errors. In particular, apply computerized system and manual processes to ensure that services are provided error-free and in conformance with all applicable laws. For example, institute a check that Election Filings submitted by a candidate meet the criteria for that office such as legal residence location.
3. Systematically purge from the voter roll persons ineligible to vote in Ventura County due to non-residence, non-citizenship or non-alive. Election Integrity Researcher conclude that fake ballots are created using the fake voters listed in the voter roll and these fake ballots are used to cast votes. To prevent these fake votes, we need to remove ineligible voters from the voter roll.
Who is “Paul Harold Johnson” ?
I was born in Philadelphia, Pennsylvania in 1956. As a youth, I lived with my parents and three siblings in a quaint suburban neighborhood called Riddlewood. My father was a chemical engineer for Sun Oil Company. My mother was a stay-at-home mom. The usual family vacation was camping near the Atlantic Ocean with our fishing boat. Helping my father add a garage to the house and fix cars and appliances was good training. My father was the kind of man who makes America a great country. My mother was a saint. I was blessed with two fine parents, three best friend siblings, a wonderful childhood neighborhood, and a top quality public education K-12.
My undergraduate degree in chemistry was awarded by Pennsylvania State University. I moved to California in 1979 and got a master of science in chemistry from University of California, Berkeley. After Berkeley, I took a job in the environmental industry. My favorite job was inventing chemical analysis instrumentation at Microsensor Technology for eight years (US Patent 5,487,313). I am a Computerized System Analyst since 2000.
My life adventures include travelling worldwide -- every continent except Antarctica. I was married briefly -- currently single. I stay fit with daily exercise and frequent walks and trips to the gym, and careful attention to what I eat and what I think. I stay sane by staying close to God.
Politically, I favor the candidate who seems to best represent my values. I support campaigns that promote my values such as Reform California.org Voter ID Initiative and School Choice. With few exceptions, I voted in every election since first registered to vote.
