The value of homes is based on recent comparable sales, though Prop. 13 keeps the taxable basis low. The value of income-producing property is usually based on its income and costs, including depreciation. Some values are set based on the cost to replace them. Calculations are done in a computer-assisted mass appraisal system, Oasis, discussed by the 2024-25 Grand Jury. The budget is $22 million, with 128 staff.
