My top priorities as Insurance Commissioner are really about bringing some balance and common sense back to California’s insurance system. First, I want to take a hard look at the state’s fire risk maps and make sure they’re accurate and not unfairly driving up costs for homeowners. Second, I plan to work directly with insurance companies to find ways to lower rates while still keeping a stable market. And third, we have to address the rising cost of auto insurance, because it’s becoming unaffordable for too many people. At the end of the day, my focus is on making insurance more fair, more transparent, and more affordable for everyday Californians.
I am qualified for this role because I bring nearly 10 years of real, hands on experience in the insurance industry, working directly with families, homeowners, and small business owners across California. Even now, I actively help people with their insurance needs, walking them through coverage, explaining policies, and making sure they’re properly protected.
I’ve fought for clients when claims were denied, pushing back against adjusters to help people get fair outcomes. I’ve personally pulled reconstruction cost estimates to ensure homes are insured correctly, and I’ve reviewed motor vehicle reports (MVRs) to help clients manage their auto coverage. I’ve also worked with a wide range of policies, including Medicare, umbrella, home, auto, and more giving me a well rounded understanding of how the entire system works.
Before entering insurance, I worked in banking, where I developed a strong foundation in financial services and learned the importance of accountability and protecting consumers. I also ran for public office in 2020, which gave me valuable experience in public service and a deeper understanding of the challenges facing our communities.
Quite honestly, not every candidate can say they’ve worked on the front lines like this. That experience matters. Because I work in this system every day, I don’t just understand what’s broken, I know how to fix it, and I’m ready to bring that practical, real world perspective to the role of Insurance Commissioner.

1. Hold insurance companies accountable. I will implement policies to improve oversight of the behavior of insurance companies for paying claims, offering coverage, and communicating with customers.
2. Increase choice and competition. I will make it easier for insurance companies to do business in California and compete for customers. When combined with robust oversight, this will provide customers with more and better choices, and fair prices.
3. Improve transparency. I will take steps to hold the Department of Insurance more accountable for actual results, communication with the public, and transparency of how California's insurance system is performing.
My detailed policy plan is available online: https://patrickwolff.com/my-plan
I have 25 years of relevant career experience. From 2001-2005, I worked for a large bank where my job during the entire time was to build a home and auto insurance brokerage business. Then from 2005 until now, I have been a financial analyst, analyzing and investing in markets and companies, including insurance. I have extensive business and financial experience in insurance that I can apply to this role.
I have been deeply involved in state and local political advocacy and organizing since 2017. For example, I cofounded a local political advocacy group in 2020 called Families for San Francisco, and I am on the board of one of the largest Democratic clubs in San Francisco, called the Westside Families Democratic Club. I am a Delegate in the California Democratic Party, and I currently serve on the Citizens' Bond Oversight Committee for the San Francisco Unified School District. So, although I have never before served in elected public office, my political network and experience will complement my insurance and financial expertise in this role.
Throughout the year 2025, I did a deep study of the role of Insurance Commissioner and the situation of insurance regulation in California. As part of that work, I put in the requisite 52 hours of study and then took and passed my California P&C licensing exam. Passing this exam expanded my knowledge of how P&C insurance specifically operates in the state of California. I believe I am the only candidate for this role ever to study for and pass this exam during the campaign.
The role of Insurance Commissioner is appointed in 39 states; California is one of only 11 states that elects the Insurance Commissioner. This is a technical role that requires a deep understanding of insurance. It is not a job for politicians who have no experience or understanding of insurance.
In addition to knowing insurance, one must be a fierce champion on behalf of the people. I am accepting no campaign contributions from insurance companies. I will never accept corporate gifts. And I will not run for any other elected office. I am only running to do this job to the best of my abilities. I would be honored to serve the people of California as your next Insurance Commissioner.
