State House Representative – the office of state representative serves in the Montana legislature’s lower house. There are 100 representatives who are elected from districts. Representatives are elected to 2-year terms. Representatives propose and vote on proposed laws during the legislative sessions that meet for 90 days in odd-numbered years, and provide oversight of state agencies and study issues through interim committees that meet between sessions. Representatives are limited to four consecutive 2-year terms.

Biographical Information

Q1. Please briefly provide the following information: place (town or county and state) of birth, age as of election day 2026, place (town or county) of permanent residency, occupation/employer, and education. How do these and your other life experiences qualify you to be an effective Legislator?

Q2. What are the most important issues you expect to face if elected to the Montana Legislature, and what are your positions on those issues? How would you prioritize each of the issues you have identified?

Q3. What economic policies will you pursue to help Americans who are concerned about their economic prospects in the coming years, including the cost of medical insurance and care?

Q4. What measures do you support to ensure Montana elections are secure while facilitating the ability of all eligible voters to cast their ballots? What, if anything, should the state government do to reduce the role of money in American elections?

Born in Stockton, CA, will be 72 years of age, Twin Bridges, MT, retired banker, currently owner/manager of Walsh W Bar Ranch, attend Montana State University, BS '76, MS '81 in Ag Ed. Agriculture and business background. Understand rural MT and the natural resource economies.
The priority and the only required bill that needs to be passed is the budget, HB 2. This needs to be balanced and subtainable. The biggest challenge be that we maintain essential services. The three largest expeditures are education, corrections, and medical. Other priorities include coming to agreement on water policy, especially exempt wells.
Medical insurance and care are primarily Federal issues, but the state should continue to develop polices that provide the most efficient use of the federal resources, and state dollars. Our work should be to provide a safety net to allow people to get back on their feet, and resume their self dependence.
I feel that MT has a secure election process in place, but of course one should look for weaknesses, and be prepared to correct. We definitely need to stop the outside dollars from third party PACS that have infiltrated our elections. These PACs are buying seats in our legislature, and state-wide races. This needs to be stopped.

Born in Long Beach, California, while my parents served in the U.S. Navy during Vietnam; age 53 on Election Day 2026; permanent resident of Sheridan, Madison County. I am President and co-founder of Freelance Marketing Group, Inc., a Montana-based marketing and software development firm serving leading industrial, aerospace, defense, mining, oil and gas, agricultural, and automation manufacturers. I have also worked on policy issues aimed at strengthening U.S. manufacturing. As a businessman, employer, husband, father, and fourth-generation Montanan, I understand budgets, payroll, taxes, regulation, and what it takes to build jobs and serve with common sense.
My top priority is property tax relief and fiscal responsibility. Montana families should not be taxed out of their homes while Helena keeps growing government. Second, I want to address affordable housing by removing barriers to building and supporting practical local solutions. Third, I will work to support & secure funding for our rural hospitals and EMS services, so families can count on timely care in emergencies. Fourth, I will defend parental rights, strong families, and local control in education. I also want to strengthen Montana’s economy by supporting small business, agriculture, industry, and infrastructure, while defending constitutional rights including free speech, religious liberty, the right to life, & the Second Amendment.
I would pursue economic policies that lower the cost of living and make it easier for people to build a future in Montana. That means property tax relief, cutting wasteful spending, reducing unnecessary regulation, and supporting job-producing industries like agriculture, energy, mining, timber, manufacturing, and small business. On healthcare, I support more price transparency, more competition, direct primary care and other lower-cost options, and stronger support for rural hospitals and EMS. I also believe affordable housing, reliable infrastructure, and workforce strength are economic issues, because families cannot get ahead when housing, transportation, energy, and medical care keep getting more expensive.
Montana should protect both election integrity (I'm the Madison County rep for the statewide Election Integrity Project) and voter access. I support accurate voter rolls, secure ballot handling, transparent counting, and clear rules that build public confidence, while also ensuring eligible voters can cast ballots through accessible polling places and dependable absentee options. To reduce the role of money in elections, I favor stronger transparency and disclosure so voters can see who is paying for campaign messages. I do not believe government should reduce political speech, but it should enforce the law fairly and keep foreign or unlawful money out.
