City councils in Texas each have specific responsibilities unique to their city. Duties of a city council generally include setting the tax rate, approving a budget, adopting local ordinances, and managing land transactions. City councils plan and oversee public services and facilities: police and fire protection; health and sanitation services; animal control; street construction and maintenance; garbage collection and disposal; transportation systems; recreational facilities; parking; airports; jails; parks and zoos; libraries and museums; hospitals and emergency services; building codes/zoning; and water and sewage service. City council members may also elect other municipal officers or appoint citizens to serve on boards and commissions.

Occupation
Controller
I have served on Saginaw City Council for the past 2 years. I work as a Controller for a commercial specialty subcontractor, and manage the finances of the company.
I’m running for reelection to improve quality of life by spending taxpayer dollars wisely and ensuring families keep more of their hard-earned money. During my term, I’ve helped shape responsible budgets and address key city needs. My experience as a Controller in the construction industry brings financial discipline and project expertise to deliver efficient services while keeping costs down.
I ensure public input and transparency by making it easier for residents to be heard and by increasing government openness. In my first six months, I served on a council subcommittee that successfully recommended lowering the threshold for citizen agenda items. I also encouraged participation in the Texas Comptroller’s Transparency Stars program. We have earned one star and continue working toward all six.
I will support policies and procedures that protect every resident from discrimination by enforcing merit-based and equal-treatment standards in all city programs, hiring, and contracting. To comply with federal funding rules related to DEI, I favor clear nondiscrimination guidelines, regular legal compliance reviews, and transparent processes that treat all residents equally—ensuring fairness and protecting taxpayer-funded programs.
As a small city with limited holding capacity, our direct role in the 287(g) program is minimal. I support strong cooperation with ICE under 287(g), particularly honoring detainers for criminal illegal immigrants. This promotes public safety and the rule of law while keeping our limited resources focused on local priorities and controlling costs for taxpayers.
The most critical issues facing our city are rising costs, aging infrastructure, and our inadequate animal shelter, which was built as a temporary stop-gap measure 20 years ago. I will address these issues through disciplined budgeting and cost control. My construction finance background helps ensure these investments deliver long-term value while protecting taxpayers.
