City councils in Texas each have specific responsibilities unique to their city. Duties of a city council generally include setting the tax rate, approving a budget, adopting local ordinances, and managing land transactions. City councils plan and oversee public services and facilities: police and fire protection; health and sanitation services; animal control; street construction and maintenance; garbage collection and disposal; transportation systems; recreational facilities; parking; airports; jails; parks and zoos; libraries and museums; hospitals and emergency services; building codes/zoning; and water and sewage service. City council members may also elect other municipal officers or appoint citizens to serve on boards and commissions.

Master's Degree from UTA - Arlington (Dual concentration in Social Work Administration and Public Administration).
Thirty years in Municipal Government.
Past activities include management oversight of Teen Court, Municipal Court, Utility Billing, Financial Compliance, Purchasing, Fleet and other Finance Department controls.
I believe my 30 years of service with City government gives me a unique perspective into the internal workings of local government.
These experiences include budgeting, strategic management, and transparent governance.
Other experiences include financial oversight of Police, CMV, STEP and public safety grants.
I have extensive collaborative work with Public Works, Utility Billing, Economic Development, Special Purpose Districts, and other special projects that I will bring to the podium.
Ensure that City staff keep residents informed of all relevant budgetary and financial condition of the City, in a timely fashion, through their regular newsletters, transparency portals and at relevant public meetings and events.
I will work with the City's legal team to first understand the current legal and ethical requirements of all mandated DEI programs to ensure the City does not violate federal antidiscrimination laws.
As the son of first-generation "legally naturalized" immigrants, I understand the desire of non-citizens migrants to reach America to live the "American Dream". However, entry to the United States should be initiated through formal legal processes only.
Therefore, I fully support Immigration and Custom Enforcement in the arrest, detention, and removal of illegal criminal aliens from our country.
Property Tax Reform. I believe housing affordability for all residents, especially young families and elderly adults, should be analyzed to ensure our property tax rate is at the lowest (feasible) amount possible.
Our tax rates should be balanced to ensure the continued growth and maintenance of our City's infrastructure is maintained, while allowing our residents the ability to afford to live, work and have generation growth in North Richland Hills.
