Tom Carter brings real-world law enforcement experience and steady leadership as Chief of Police in Estancia. Tom’s highest priority is addressing violent crime through proactive, strategic enforcement while ensuring deputies are supported, trained, and held to high standards. He leads with a servant leadership mindset, taking ownership at every level. Tom is committed to constitutional policing and believes strong relationships with the community- built through trust, presence, and consistency- are essential to effective law enforcement.
Tom would strengthen the Sheriff’s Office by building a culture of accountability, support, and clear leadership. He would prioritize deputy training, mental health and wellness, improve communication within the department, and ensure consistent standards are upheld. Through servant leadership and an ownership mindset, he would create a professional, disciplined agency focused on public safety, constitutional policing, and earning the trust of the community.
Deputies should receive training to safely and effectively respond to mental health crises, including crisis intervention, de-escalation, and recognizing signs of mental illness and substance abuse. Deputies should also be trained to connect individuals with appropriate resources. Just as important, Tom will build a culture where deputies prioritize their own mental health, practice self-care, and feel supported in asking for help.
