The County Assessor determines the taxable value of homes, businesses and other property within the county, as the basis of setting ad valorem (property) taxes, sending notice of assessed values to property owners, and preparing the property tax rolls for the County Treasurer. I have over 33 years of experience in property valuation, assessment, and taxation. I hold both a New Mexico Real Estate Appraiser Apprentice License and a New Mexico Certified Appraiser Certification. I have worked with multiple counties across the state, gaining extensive knowledge of New Mexico’s property tax code.
I currently serve as Treasurer of the New Mexico Association of Assessing Officers, and I am a member of both the International Association of Assessing Officers and the New Mexico Counties Board of Directors. I actively participate in various committees and organizations and have served as an expert witness in court proceedings and legislative committees. In addition, I am the Chairman of our local Acequia.
We have made significant progress in Rio Arriba County, but there is still more to do. My priority is to complete a full countywide reappraisal, as required by law, something not done in recent years. We have identified many properties previously omitted from the tax roll, which had shifted the burden onto others. By adding approximately $170 million in value, mostly from omitted properties, we are ensuring a fairer, more balanced system where everyone pays their share. I will continue to advocate for homeowners, seniors, low-income residents, veterans, ranchers, and farmers by supporting sensible legislation and staying actively engaged.
Throughout my tenure, I have remained committed to fairness and transparency. We will continue to diligently use our resources to discover, list, and value all property in Rio Arriba County in a uniform manner and in full compliance with the property tax code.
We are committed to implementing best practices and equipping our staff with the tools and training needed to grow as professionals in our field, all while providing the highest level of service and accurate information to our constituents.
We have modernized our operations, website, and applications to support these efforts, and we continue to share vital information through public outreach, radio, newspapers, our website, and social media.
Recruiting, retaining, and developing professional staff has been a top priority. Following best practices in our field is essential to delivering the highest level of service to our constituents. I have ensured our team has the resources needed to excel in their craft, including training in appraisal, mapping, legal seminars, conferences, and leadership development.
Currently, six of our staff members hold the New Mexico Certified Appraiser designation. Many are also actively involved in professional organizations and remain committed to ongoing education and growth.
