They may propose amendments to the state Constitution for ratification by the voters and oversee the operation of all state government departments. HOW ELECTED: Elected by residents of each of Maryland's 47 legislative districts. DATA CENTERS: Data centers can bring some economic benefit, but also have a negative impact on the power grid, water supply, and land use. Do you support the establishment of additional data centers in Maryland? Why or why not?

I have introduced legislation to ensure that data centers in Maryland are good grid citizens and bringing on new clean energy to meet their load. I have also advocated with PJM (the regional grid operator) and FERC for cost allocation rules that ensure data centers pay their fair share. My goal with this legislation and advocacy is for Maryland to receive the economic benefits, while ensuring that our residents are not paying more for electricity and we continue to progress on our climate goals.
1) Utilities taking advantage of rate-making systems to increase profit at the expense of rate-payers; 2) PJM (regional grid operator) blocking the path for new clean (cheap) energy from getting online; 3) data center load growth increasing capacity costs; 4) overdependence on fossil fuels, which are volatile in global markets. I have led on legislation to reign in utility profits; bring on more low-cost/stable clean energy; ensuring data centers pay their fair share; & reforming PJM.
Public transportation is crucial for economic development, equity, access to economic opportunity, public health, environmental sustainability, and for thriving communities. Maryland must do better with our investment in public transportation to fully meet the potential. As the House Chair of the Transit Caucus, I have advocated for and will continue to fight for greater and more equitable investments in transit.
Budgets are a moral document. I will always fight for equitable budgets that meet the basic needs of Marylanders and sufficiently invest in education, healthcare, housing, transportation, climate, & food security. In order to sufficiently fund our budget, we must implement a more progressive tax structure - including closing corporate tax loopholes with combined reporting & the throwback rule; closing the LLC loophole; and adding a surtax on capital gains; among others.
I have led on multiple pieces of legislation to protect immigrant communities in Maryland, including data privacy and health & safety standards for treatment of detainees. I have also led on legislation to allow individuals in Maryland whose civil rights have been violated by federal agents to bring a civil action against them. In addition to my legislative leadership, I have worked with community groups to support our immigrant communities.

Data centers should come with energy generation and water consumption solutions, rather than overburdening local infrastructure. Additionally we should ensure that local communities will actually enjoy longterm economic benefits from their presence, and that they are sited away from environmentally sensitive areas. Lastly, we should minimize noise pollution and other impacts on residential communities.
Energy costs are rising both nationally & internationally, so Maryland must promote in-state power generation, starting with the cleanest energy we can quickly bring online. We are underway getting renewable energy and battery storage implemented, as we weigh longer term solutions. But we must also demand Congress begin using its power to restoreclean energy funding or Maryland that has been illegally withheld by the administration
Giving residents & commuters a range of quick and convenient options to move around is key to a high quality of life for both transit riders and drivers. More transit ridership reduces or mitigates traffic growth, and new road design principles can be opportunities for expanded transportation options, such as transit lanes and access for walking or biking. Mobility is the lifeblood of our regional economy.
Affordability of energy, housing & health care are top priorities this budget year, but we're trying to help Marylanders stay afloat at the same time the White House commits daily assaults on our budget. As always, we weigh these present-day challenges along with our long-standing general commitment to fund quality public schools and safe, modern infrastructure.
The ramp up of ICE enforcement in Maryland is being paid for with the health care cuts in the Big Bad Bill: millions of dollars for prisons, tear gas, military assault rifles & brand new SUVs. This has turned immigration into a human rights issue in the United States. I've been proud to fight back as floor leader or sponsor on bills to close for-profit ICE jails, bring accountability to lawless agents, and stop local Maryland resources from subsidizing this government misconduct.
