I support strong regulations and conditions for data centers, including renewable energy requirements, water efficiency standards, community impact reviews, and community approval for new data centers. Economic growth is needed, but tech companies must pay more for their energy use and the impact on our grid and communities. I will continue to rely on my environmental partners, the Sierra Club and the League of Conservation Voters (who have both endorsed me), to analyze new data center entries.
Utility companies encouraging deregulation, ignoring aging infrastructure, and refusing to invest in renewable energy have created exploding costs. I'll push, as I have for the past six years, for audits and expanded community solar and renewable energy programs. I will ensure utility companies like BGE and Pepco pay a fair share of infrastructure improvement costs instead of offloading them onto families. I will also support funding more rebates to help struggling families and non-profits.
I support public transit growth in Baltimore and throughout the state because transit access is an equity and economic issue. I'll continue working to reduce fares for low-income riders, expand bus lines, improve light rail and metro services, expand MARC rail service, and restore Baltimore's Red Line. Safe and reliable transit is how we grow our economy and improve access to school for our students and expedient access to work to grow and support the middle class.
Budgets are moral documents. My three priorities reflect my values: fully funding our schools through the Blueprint, investing in affordable housing, and protecting Medicaid and food assistance programs. I will not balance the budget on the backs of Maryland's most vulnerable families or working mothers. Instead, I will ensure corporations and the ultra-wealthy pay their fair share. The White House has harmed our budget the most, and I will continue supporting efforts to hold them accountable.
Immigrants strengthen Maryland, and I have always voted for legislation to empower our immigrant community. I sponsored and passed several bills limiting ICE operations in Maryland and will continue those efforts. Furthermore, I will fight to expand services regardless of immigration status, protect immigrant workers from exploitation, and ensure domestic violence survivors (especially immigrant women) can seek help and safety without interaction with the current federal administration.

I do not support permitting additional data centers at this time. Maryland's grid is facing electricity shortages by the end of the decade, and we currently cannot sustain the power generation needed to support both residential and data center needs. I support responsible investment in clean energy sources in order to meet our current and future electricity demands, and to make electric rates more affordable for consumers.
For too long, Maryland has allowed Baltimore Gas & Electric to put shareholders ahead of Maryland residents, as they upgrade gas infrastructure that will be phased out within 25 years in accordance with current state climate law. The cost of these expensive, unnecessary upgrades is being passed on to consumers as BGE makes record profits. I will advocate for a mandate that BGE pursue electrification over gas line upgrades and a ban on passing the costs of new gas infrastructure to consumers.
Yes, we must invest in better public transit in order to alleviate congestion and reduce traffic fatalities, including deaths of pedestrians and cyclists. Maryland has robust transportation infrastructure compared to the rest of the U.S., making substantial improvement to our transit systems relatively achievable. Investing in better transportation in our state will also have an outsized positive economic impact, improving productivity and access to jobs.
My top three budget priorities are housing, education, and transportation. These three issues are deeply linked, and must be addressed together. We must invest in building stable, affordable housing in Baltimore, which provides the foundation for students to succeed in our schools that need to be fully funded. We have to have a robust transit system, including dedicated school buses for City Schools, in order for families to get where they need to go every day.
I support maintaining Baltimore's status as a sanctuary city, and upholding the ban on local police from assisting federal immigration agents. I also support a ban on new immigration detention facilities being opened in Maryland, and prosecuting federal immigration agents who violate Maryland law. We must do everything we can to protect our immigrant neighbors and families from federal overreach, as well as any threats of violence or hate crimes within our state.

At this moment, I would be cautious about approving additional data centers in Maryland. While they can generate some tax revenue and construction jobs, the long-term costs can be significant. Data centers consume enormous amounts of electricity and water, and their rapid expansion can strain our power grid and infrastructure. Maryland needs to make sure that our energy resources, land, and water supply are prioritized for residents, housing, and sustainable economic development.
Utility costs in Maryland are rising because of aging infrastructure, growing electricity demand, and volatility in regional energy markets. I would address it by strengthening oversight of utility companies to ensure any rate increases are justified and transparent. We also need to invest in modern, reliable energy infrastructure so our grid can meet growing demand without driving up costs. Finally, large commercial energy users should pay their fair share for the infrastructure they require.

Maryland must hold data centers accountable before approving new development. Any facility should require comprehensive impact assessments covering energy demand, water consumption, and land use, with binding commitments to address negative effects. Data centers must meet energy efficiency standards, disclose water use, and bear the cost of infrastructure upgrades they create, not pass those costs to taxpayers. Data centers must come on terms that serve Marylanders.
Maryland utility rates have risen 44% since 2020 due to grid upgrades, rising demand, volatile energy markets, utility overspending, and infrastructure costs tied to large users like data centers. This session, I supported the Utility RELIEF Act, directing $200M toward bill relief, local energy generation, and grid upgrades while requiring data centers to cover their own costs. I will continue fighting for stronger oversight, ratepayer protections, and long-term affordability.
I have a record of supporting investment in transit statewide. In District 40 and across Baltimore City we have a large portion of residents relying on transit to get to school, work, and access basic services like healthcare, childcare, and groceries. Additionally I, along with my colleagues, secured critical funding for upgrades to MTA light rail and rollout of the Bmore bus plan for reliability and service expansion. I will continue to fight for transit funding, especially for the Red Line.
My top budget priorities are: (1) fully and equitably implementing the Blueprint for Maryland’s Future to close achievement gaps; (2) investing in holistic public safety through community violence intervention, reentry support, and behavioral health services; and (3) advancing affordability and economic stability through investments that promot equity, opportunity, and access to high-wage careers for all Marylanders, especially the most vulnerable.
I will continue introducing and supporting legislation to protect immigrant communities from harmful federal overreach and the expansion of ICE facilities in Maryland. That includes advancing stronger accountability measures for ICE officers, ensuring humane standards and oversight for any detention facilities operating in Maryland, and defending the rights, dignity, and safety of immigrant families who contribute so much to our communities and economy.
