In Maryland, state legislative vacancies are filled through a gubernatorial appointment process rather than special elections, mandated by Article III, Section 13 of the MD Constitution. All Central Committees must follow this. If this Article is changed to include special elections, as a member of the MCDCC, I would support that process.
I first look for someone who is involved in and informed about the needs of their district. Some knowledge of the committees and workings of Annapolis is also important. Applicants should know who their current district representatives are, any issues they are working on and any legislation the Montgomery County delegation is working on together. The MCDCC works with the district Caucus/Club to host a candidate forum, allowing us to hear from each person. District support letters are also key.
I am a lifelong Democrat and supporter. As a member of the MCDCC and current Chair of the Committee, I have worked to Get Out the Vote, expand party participation and elect Democrats up and down the ticket. I want to continue this work and see our local party bring in new members, younger members and more minorities. Continuing to build our precinct organization is also important. Building a party in Montgomery County where all people feel included and heard is my goal.
The MCDCC has created a very deliberate process for filling vacancy appointments. All candidates complete an application, which is also shared on the MCDCC website. We encourage district voters to send support letters so we can understand which candidates are engaged in their district and have their support. MCDCC members meet with candidates individually and a candidate forum is held in partnership with the district Club/Caucus so that the public can hear from each applicant.
