I support General Assembly bills that would authorize special elections to fill vacancies in Presidential Election years. Furthermore, I spearheaded democratizing reform so that ALL Maryland Central Committee members are now elected in Primary Elections-rather than appointed by insiders. I am well-known as the only member of the Central Committee to vet EVERY General Assembly candidate & make myself available to interview them in-person. My criteria includes a deep commitment to Democratic values & to Constitutional order. I am the only candidate for this seat with experience defending reproductive rights, affordability, stem cell research funding, & LGBT+ rights in this process. I developed these skills when I began my career in Senator Ted Kennedy’s (D-MA) Capitol Hill office.
My goals and motivation are for Democrats to take back the Presidency & U.S. Congress in a landslide & increase supermajorities in state & local government. I bring the full force of my determination, dedication, & creativity to the MCDCC. It takes experience to defend our democracy. Our community inspires me every day to fight for affordability, to uphold & reform our party, protect our federal workers, safeguard the rule of law, & expand inclusion for our diverse individuals & communities.

I support filling legislative vacancies via election rather than MCDCC appointment. This year, I testified in support of House and Senate bills to provide for elections to fill vacancies. My testimony is at www.jaysonspiegel.com. Because only a fraction of MCDCC members live in a district, appointments give outsize influence to individuals who do not live in the district with a vacancy. Elections provide direct citizen input while restoring public confidence in the process of filling vacancies.
I will support the best qualified applicant. I will interview every applicant and discuss their prior public service experience, and knowledge of pending issues. I will ask elected officials and community leaders for input and consider endorsements. I will explore each applicant’s experience with the legislature and what issues are important to them. Because Maryland faces a structural deficit, I want to know how applicants will approach making tradeoffs and fund their priorities.
The MCDCC is responsible for registering, organizing and turning out the vote for Democratic candidates and must start building now to prepare for the 2028 election. The MCDCC should hold listening sessions in each district. We must mobilize all potential constituencies to win today and build an engaged community for tomorrow. We need to expand our outreach to organized labor, small business, veterans, immigrant communities and up county voters.
I will support the applicant who is most qualified. I will consult with elected officials and community leaders to understand the issues and concerns unique to the district. As part of interviewing applicants, I will ask the applicants how they will address community issues in an era of constrained resources.
