I’m running for DCC because I have the political and governmental experience to grow the party and affect good governance. I've been a union organizer who helped establish AFSCME Maryland, deputy voter protection director for the Biden-Harris campaign in 2020, and counsel for Harris-Walz in 2024. I think our central committee needs vision. My platform includes: 1.) Internal Organizing (ensuring we reach all corners) 2.) Meeting Voters Where They Are, & 3.) New American and Young Voter Outreach.
I will make sure I am conducting pro-active outreach to voters about what they want to see in their representative. I will be transparent about how I am making my decision - including the work I did to arrive at that decision and who, if anyone, may be asking me to vote in a certain way. I will also use my own judgement as an organizer and lawyer to assess what the community desires at that moment in time to advance its needs (affordability, equity, diversity, social and economic opportunity).
In a healthy democracy, government draws its power from the consent of its citizens. Voting is how those citizens hold elected officials accountable. As a former Howard County election judge, I support the right of voters to elect their representatives and believe that special elections--held concurrently with regularly scheduled elections to both hold down costs and support turnout--should be held to fill legislative vacancies.
I would look for Maryland citizenship; at least a year in state with six months in the district; at least 21 years old for delegate or 25 for senator; as well as the skills which make an effective legislator. In my career with the US Congress, I saw constituent communication as paramount; but the ability to work across the aisle with colleagues, leadership, staff, and the White House is also critical. Specific expertise complementing that of other Howard County legislators could also be useful.
As a life-long Democrat, I want to use my campaign, community, and federal experience to promote the party’s principles and to help elect Democrats. In the face of authoritarian aggression, sweeping spending and job cuts, and more outrages than I can list, Democrats must unify. While special elections do allow for more direct community involvement in the selection of a new legislator, that process can be time consuming and expensive often leaving an area unrepresented in the General Assembly for months. Central Committees perform an important role in getting the new candidate in place with maximum public input while controlling costs to the taxpayers. The Central Committees vet and vote on the candidates. The Governor appoints the person to fill the vacancy.
The candidate should have some relevant experience either as an elected official or in a similar public facing role. The candidate should also have a clear understanding of public policy is made as well as the legislative process. The candidate should demonstrate empathy to others and their personal situations. Finally, the candidate must have a solid willingness to do the basic community and constituent services that is the hallmark of a good delegate or senator.
I want to continue to serve my party and my community. My years of experience at the local and state party levels me uniquely qualified to fill this role. Yes I do support special elections. It's essential that the General Assembly have the ability to act on important Bills needed to assist the Governor in running the state. There can be zero lapse in getting the state's business done, and with competent leaders ready for the next seat up, not acting because of a vacancy is unacceptable. Special elections allow the General Assembly to get the State's business done effectively and congruently. The DCC's role is to vet talented individuals to act.
Typically, seats are filled based on being a Senator or a Delegate, and the DCC's role is to assess and interview individuals that may have the competence to meet the General Assembly's needs of conducting business. We screen applications, resumes, narrow the pool to the best candidates, then select the best one's given their competencies and credentials, and experience/compatible skills. We vote for those candidates that can meet the needs of Howard Cty.
I ran for and was elected in 2022 to a 4-yr term. I am excited to run again to represent HoCo/DCC again as we have work to do in getting all seats in HoCo DEM-Blue. I support Maryland’s current appointment process because it fills vacancies in the Maryland General Assembly quickly and avoids the significant cost of conducting special elections. Taxpayers should not bear that expense when only a short portion of a term remains. However, when a vacancy occurs with more than two years left in the term, voters deserve the opportunity to choose their representative. In those cases, I support holding a special election.
When filling a vacancy in the Maryland General Assembly, I prioritize competence, integrity, and meaningful representation. The appointee should demonstrate strong policy knowledge, legislative ability, and a record of community leadership. These were the criteria I used in supporting the appointment of Delegate Moreno, who has since proven to be an excellent and effective member of the Maryland General Assembly.

I believe the Central Committee should appoint the person when it is necessary to complete a term. I think a special election is a waste of money and resources.
We are exposed to the candidates views and opinions. Our committee will question each candidate and vote on who we believe is best qualified. We will know their prior experience and their viewpoints.
Currently serving on the committee, I have found it very rewarding and I believe it is important to be an active part of the democratic process locally. I was personally responsible for having fund raisers in my home that raised thousands of dollars for the committee. That money is solely used to support our local candidates.

We are Democrats because we believe in democracy. However, a large portion of delegates and senators were originally appointed rather than elected, which makes our elected officials less accountable to us. I support the ongoing effort to hold special elections if the vacancy occurs in the first two years of the official’s term, so the special election coincides with the presidential election. This will encourage democracy while minimizing the cost to taxpayers of holding a separate election.
While vacancies do not happen very often in Howard County, I will use three criteria to assess applicants for open seats. The first, and most important, is the applicant’s ability and willingness to fight for their constituents and take bold action. We need leaders who will stand up to Trump and fight for aggressive legislation to make Maryland the best place it can be. Furthermore, experience and community ties are critical to ensuring we have the best possible representation in Annapolis.
The Democratic Central Committee is the governing body of the Howard County Democratic Party. We guide the direction and vision of the party, and with the rising tide of authoritarianism globally and so many becoming disillusioned with our party, this role is more important than ever. Democrats must run on a positive vision of how we can live together and thrive, and we in Howard County cannot be complacent even though we are in a blue state. We must be vigilant in fighting for what’s right.
When filling appointments, the party must be maximally transparent in how we make these decisions. Interviews and voting sessions must be open to the public, and we should also provide an option for public input. However, the best way we have to ensure any of our elected officials serve the best interest of our community is to hold them accountable. With the short time that the general assembly meets and the expense of running a special election, I would support keeping the current model for appointment especially if a short term remains. However, if a vacancy occurs earlier in the term with more than half remaining, I will support a special election process.

Here in Howard County, this situation has occurred very infrequently. That being said, when a General Assembly opening occurs more than a designated period before the next election, I believe it makes sense to hold a special election to fill these vacancies. If the remaining time in the term is short, appointments make sense to save the significant costs of a special election.
My highest priority in filling vacancies will be finding someone who has demonstrated the capabilities needed to be an effective representative for their district while working to advance progressive Democratic values. I would support an interim selection until the next election can be held, but not a costly special one. Too often a special election allows the person with the most money to spend it getting name recognition. We need to end Citizens United and implement a public campaign fiancé law to take the vast corporate wealth out of the process in the public's interest. Other democracies have had great success with this, no reason we can't.
The person who is most qualified. Now is not the time for on-the-job training, I would look for someone with political experience who could make an immediate and positive impact. Having been a Page, Legislative Aide, and Union lobbyist in Annapolis, I know what to look for with the Md General Assembly. I support MD's current appointment process as it fills vacancies in the MD General Assembly quickly and avoids the high costs of holding special elections. Taxpayers should not bear that expense if a short portion of a term remains. You duly elect your Central Committee member every 4 years. They should have the ability to make appointments since they were elected by the voters. CC members are also unpaid elected party officials. Letting them make appointments is one way to make up for that.
Criteria includes demonstrating a candidate's commitment to public service and evaluating their ability to serve the needs of their district. A candidate's integrity & ethical judgement also needs strong consideration. Can they legislate effectively? Does the candidate collaborate well when constituent priorities and stakeholder priorities conflict? Do they understand how policy is developed and implemented? Are they ready to serve Day 1? I would use this criteria in filling a vacancy.
I am going for my 3rd term on the HCDCC. This is a unpaid job. Money is not the motivator. I'm running to serve as I love getting Democrats elected and I believe this Party, while imperfect, is the only chance we have to fight the current administration in DC & save our country. The responsibility to fill vacancies is a critical component of the role of a DCC member. It is not to be taken lightly and should be done with the highest level of careful consideration. I believe the role and duty should be preserved. I do support special elections under two circumstances: when over half the term for the position will remain open because of the vacancy; and where the costs to hold the election is not unduly burdensome to the taxpayers of Howard County.

While the current system allows vacancies to be filled quickly so districts are not left without representation, I believe special elections should be considered when a significant portion of a term remains. There's also the cost of special elections and the need to ensure that districts are not left unrepresented for long periods of time. Voters should have a say in who represents them whenever it is practical to do so.

It is also important that the individual has the ability to collaborate, communicate effectively with constituents, and step into the role ready to serve immediately. Above all, I would seek someone who will represent the community fairly and responsibly while maintaining the public’s trust.
I want to serve on my party’s Central Committee because our country is at a critical juncture, facing challenges like global conflict, immigration issues, and rising costs for everyday necessities. Strong representation matters. As chair of a local commission dedicated to empowering Latinos, a Leadership Premiere graduate, and a native of Puerto Rico, I believe Hispanic/Latino voices should be represented. After years of supporting campaigns, I’m ready to step forward and serve my community.

I do not approach these decisions lightly and with my own personal bias at hand- only with the goal of ensuring the most qualified individual fills the vacancy.
I am opposed to Special Elections to appoint candidates for vacancies in the General Assembly. The time, expense, and campaigning required to fill a vacancy via Special Election would leave the seat empty far too long and burden public resources. Additionally, voter turnout is historically low for special elections. As an elected member of the HCDCC, I - along with the other committee members - will have been entrusted by the voters to appoint a candidate to fill the vacancy.
I will favor a candidate that has demonstrated a commitment to service to our community, has experience advocating for issues at the county and state level, and understands the legislative process. Members of the DCC will determine application and interview questions, which should focus on the applicant’s values, previous political experience, and any technical skills that could benefit the committee. The applicant should be able to demonstrate knowledge of the local political landscape.
I want to serve our community and be a part of the process that helps elect local and state Democratic candidates. As a member of the Democratic Central Committee, I will help develop community connections by directly engaging in meaningful discussions and acts of service with community members that lead to the betterment of all in our community and influence local politics. It is imperative that public notice of the vacancy and subsequent call for applicants be publicized widely. This should include updates to the Democratic Central Committee website, emails to the party distribution list, announcements at local Democratic Club Meetings, and social media posts. The entire process, including Interviews of candidates and the committee members’ vote, must be made public and transparent. I will vote for the candidate that best meets the needs of the office.
