DUTIES: The Democratic Central Committee is responsible for leading and organizing the day-to-day operations of the local Democratic Party. The Committee recommends candidates to the Governor to fill vacancies in state and local offices when a member of the party resigns or dies in office. County Central Committees work with the State Central Committee, which in turn works with the national party.TERM: Four years, no term limit.SALARY: None.HOW ELECTED: Democratic Central Committee members are elected by registered party members. Each candidate has the choice of filing as an at-large candidate or as a representative of the candidate’s commissioner district of residence. Voters may vote for up to four of the candidates running at large and up to two candidates running from their own district of residence. Calvert County’s split legislative districting means vacancy appointments in the Maryland General Assembly can leave many local voters without meaningful input. I support a hybrid approach: allow the Governor to appoint a temporary replacement so the district remains represented, but require a special election at the next regular election date. This balances continuity in government with the voters’ right to choose their representatives.
Because Calvert County is divided among multiple legislative districts, our Central Committee often has little real influence in vacancy appointments to the Maryland General Assembly. In those cases, we must work with whoever is appointed regardless of local input. For that reason, discussing criteria for selecting a replacement is less meaningful than addressing the structural issue of divided representation that limits Calvert voters’ voice.
I have been active in Democratic organizing since the 2016 Women’s March—knocking doors, phone banking, donating, working with the Democratic Women’s Club, serving on the Central Committee, protesting, and speaking before the school board and county commissioners. After 30+ years in Calvert County, Maryland under one-party GOP control, I want to continue building Democratic strength and advocating for fairer representation locally and in the Maryland General Assembly.
While legislative districts are split among Charles, Prince George’s, and St. Mary’s counties, the Calvert County Central Committee has limited influence in vacancy appointments because decisions are shared with larger county committees. To better serve our community, representation should be strengthened through district-based elections: three of five commissioners and school board members elected by district and two at-large, and legislative district lines should be reevaluated to give Calvert

I believe, the current process used by the Democratic Central Committee to appoint someone to complete the rest of a term of office is a good process. If a special election is necessary on a county-wide issue, I would support that process.
The criteria I would use -- are experience within the party structure, demonstrated ability to work in collaboration with other members of the party as well as the personality and skills to communicate with constituents effectively within of the district there are fulfilling the vacancy for within the MGA. Mostly important is the commitment the individual had demonstrated in support the principles of the Democratic Party of Maryland. Coalition building is also critical for the position.
The Democratic Central Committee members are the communicators and "worker bees" of the party structure. In the past, I have served as a party stalwart -- attending functions of the party within the community and county, encouraging others to join the Women's Democratic Club and other Democratic groups. In running for the Democratic Central Committee, I am now taking "action" instead of just words to support the principles I have held all of my adult life.
In Calvert County, appointment decisions are held in public forums where citizens and activists of the Democratic Party can participate and give their opinions about choices for those who seek public office through the vacancy process. It is responsibility of Democratic Central Committee members to actively listen, ask questions and be reflective about their choice for appointments for vacancies prior to the decision making of the full committee.
