I support special elections for vacancies in the General Assembly. I see that recently introduced legislation to make this a reality is popular, and special elections offer greater transparency than appointments. It's been effective in other states, and I think it would work for Maryland.
Character and a record of service in the district are the criteria I will be most focused on. I will prioritize candidates who have already shown a commitment to the district they hope to serve, and have clear goals that will benefit their constituents. Residents of District 41 deserve a legislator who will be productive from their first day in office.
I believe that Baltimore City is the political capital of Maryland, and much work remains to make that clear. As a member of the central committee, I want to build connections with voters who have felt left out and get young voters enthusiastic about participating in the democratic process.
Ensuring that the appointment process is open and advertised to the public is key. My decision on any appointment will be guided by the needs of the district, so that we can select a leader prepared to serve.

I don’t oppose special elections. However, they can take 3–5 months and often cost taxpayers $50,000 to $200,000 for a legislative district. When an elected official cannot complete their term, communities lose representation in the State House. Maryland’s vacancy process works well, and I have full confidence in it. A well-functioning Central Committee helps ensure residents regain representation quickly and responsibly when unexpected vacancies occur.
Professional experience and a demonstrated understanding of the community would be the most important factors for me. I would prefer someone who is from the district or has lived here for an extended period. I would look for proven leadership, a strong grasp of policy and constituent services, and a clear plan for addressing residents’ concerns. During interviews, I would ask candidates to explain how they approach constituent issues, expected timelines, and accessibility.
I love Baltimore City. I want to serve to help increase voter participation and civic engagement, especially among young people who have recently reached or are approaching voting age. As someone passionate about youth development, I want to work with the party to expand education, outreach, and engagement efforts that attract new supporters and empower the next generation of informed voters.

Yes. I support moving toward special elections to fill vacancies in the General Assembly. Voters should have the opportunity to choose who represents them, rather than having that decision made solely by party central committees. While the current appointment process may result in filling vacancies more quickly, it can leave constituents without a direct voice and may give appointed officials an incumbency advantage before they have earned public support at the ballot.
I would look for someone who has demonstrated a strong understanding of and connection to the civic and cultural aspects of the 41st District. Someone who has strong integrity and conviction, someone who will align with the democratic values held by the people of the district, and ideally someone with formal legislative experience.

Since Maryland does not currently use them - and they can be costly - central committees must operate with integrity and transparency to best represent the will of the voters. Recommendations to the Governor must be fair, merit-bsed, and worthy of public trust.
My choices will be based on merit, legal eligibility, experience, and real connection to the district. I'll work to produce outcomes that reflect the diversity and full breadth of the community.
Having served 20 years in the Md. General Assembly - 14 years in the House, 6 years in the Senate - I know how consequential these appointment are. In District 41, the process has drifted toward bias and insularity. I will bring independence, objectivity, and accountability to ensure decisions are fair, lawful, and in the best iterest of the full community.

I do not support special elections to fill vacancies in the General Assembly. Special elections are costly, strain already limited election staffing, and will produce lower voter turnout—especially in Black and Brown neighborhoods. Special elections also delay representation. The Central Committee appointment process is not costly, is more efficient & timely, and ensures districts have representation within 30-45 days.
I use two main criteria: the candidate’s knowledge of the role and their record of community involvement. They must understand legislative responsibilities, including lawmaking, the budget, and committee work, and be able to collaborate effectively with other legislators to advance initiatives. Additionally, the candidate should demonstrate a strong commitment to constituents through active listening, regular communication, advocacy, and measurable community service or volunteer work.
I currently serve on the Central Committee. I was elected Recording Secretary in 2018 and Chair in 2022. I am proud of the accomplishments made under my leadership and want to continue helping to build and strengthen the Democratic Party. While filling vacancies is important, the work of a central committee member primarily involves getting Democrats elected and increasing voter turnout.
