Data centers are necessary for the flow of information and connectivity that our 21st century economy is built on, but should only come to Maryland if done the right way. Data centers must (1) pay the State’s new large load tariff to offset financial impacts on our residents; (2) bring new, clean energy generation and battery storage; and (3) meaningfully engage and collaborate with surrounding communities; and (4) minimize any potential environmental impacts by using the newest technologies.
We have an insufficient supply of energy to meet demand, and aging infrastructure that must be modernized. We must (1) increase the amount of newer and cleaner in-State generation; (2) expedite our ability to bring in energy from surrounding states to eliminate the reliability must run payments to retiring coal plants; (3) ensure data centers pay for the energy they are consuming and infrastructure upgrades they require; and (4) support our most vulnerable residents while prices remain elevated.
Yes, we need a robust system of public transit that is efficient and reliable throughout the State of Maryland, especially in Baltimore City. Public transportation is a vital tool for Marylanders to engage in everyday life. Unfortunately, we have insufficiently invested in transit throughout the Greater Baltimore Region, something I am committed to reversing. To that end, the General Assembly included $400 million in new annual revenue for transit in 2025 which must be invested strategically.
The State budget is a fundamental reflection of our values. My three top budget priorities are (1) increased funding for our public schools through the Blueprint for Maryland’s Future; (2) sustainable investments in core services for our most vulnerable like Medicaid, SNAP, and childcare scholarships; and (3) targeted incentives to diversify our State’s economy and increase our affordable housing stock. Those programs are non-negotiables as we seek to build a more prosperous and equitable State.
The Trump Administration and ICE are engaging in unconstitutional and illegal actions in Maryland and across the country, engaging in a campaign meant to instill terror in immigrant communities. We took historic action in the 2026 Legislative Session to prohibit formal and informal cooperation with ICE, prohibit the use of face masks during routine law enforcement activities, restrict the use of personal data for immigration purposes, and limit the expansion of immigration detention facilities.

We cannot allow the gold rush of big tech to destroy our environment and drive up energy prices for working families. We must place a moratorium on new data centers until a state-wide, standardized plan can be put in place to ensure these corporations pay their fair share through a grid impact fee and server PILOTs. We need strict environmental standards that mandate water neutral cooling and primary/back up power that relies on renewable energy and micro-grids rather than fossil fuels.
Energy should belong to the people, not corporate utility monopolies. We must end multiyear rate plans that provide historic profits for Wall Street while working people pick up the bill. Utilities must justify every cent they charge in public proceedings every single year through strict oversight of STRIDE and FERC 1000 supplemental projects. Furthermore we must earnestly explore a path to create a statewide public power program.
Reliable transportation is not a luxury. It is a fundamental civil right. When working class people have a dependable way to get to good paying jobs and local businesses our entire economy thrives. It is time we move away from a costly car dependent viewpoint and start treating public transportation as the economic engine it truly is for our communities by investing in rail, BRT, and protected bike infrastructure, jobs, technology, and equipment.
Despite the challenges we face, in one of the richest states in the richest nation in human history, balancing the budget is about choices. We must place people over profits by investing in education, affordable housing, and transit equity. Massive corporations must pay their fair share. We will close tax loopholes through combined reporting and implement a tax on unnecessary luxury goods. We must end corporate welfare and invest tax dollars back into working people.
Make no mistake we live in a nation of immigrants and we must protect our neighbors from extreme federal deportation agendas. I have been at the forefront of this fight by advocating to finally end local agreements with federal agents. We must pass stronger privacy laws, unmasking laws, stop detention centers, and ban ICE officers hired after January 2025 from joining local police. Every Marylander deserves the fullest protection under the law.
