Data centers can spur local economic development, attract investment and generate tax revenue. However, data centers are intensive energy users and their massive energy demands can lead to higher utility rates and overwhelm local power grids. Maryland should require data centers to bring their own power generation capacity and they should bear the financial burden of new infrastructure. Costs associated with new data centers should not be borne by Maryland ratepayers on their energy bills.
Demand for energy continues to increase dramatically while in-state generation of energy is not keeping pace with such demand. This supply-demand imbalance is a major driver of escalating utility costs. As Chair of the Senate Committee with jurisdiction over energy policy, I worked with my colleagues this Session to sponsor the Utility Relief Act. The legislation includes a multi-faceted set of policy changes designed to drive down utility costs in Maryland.
As sponsor of the 2018 Metro Funding Act and the 2026 Metro Funding Act, improving public transportation availability is important. Public transportation provides access to jobs, education, healthcare, and recreation. Efficient public transportation can boost economic productivity by reducing traffic congestion while also benefiting the climate by reducing carbon emissions. Investing in public transportation is a strategic move that can lead to multiple long-term benefits for Maryland.
(1) Tackling rising energy costs by devoting resources towards increasing more in-state generation of energy; (2) Invest resources in policies that support high-paying job creation, bolsters economic growth, and improves our state’s economic competitivenes; and (3) Invest in policies which address Maryland’s housing affordability/housing inventory shortage crisis which is causing many of our residents, especially our younger individuals, to leave the state.
The State does not have a lot of tools in its toolbox to combat overzealous immigration enforcement actions of the federal government. However, I supported and voted during the 2026 Session for emergency legislation to ban 287(g) Agreements between local governments and federal immigration authorities such as ICE.
