Washington County State's Attorney
Washington County has a full-time State’s Attorney, who is elected to the office for a four-year term. The State’s Attorney gathers and presents evidence to the Grand Jury for consideration and prosecutes all criminal cases and major motor vehicle cases in the in the Juvenile, District and Circuit Courts on behalf the of the State. There is a Deputy State’s Attorney, seven Assistant State’s Attorneys and a clerical and investigative staff. The State’s Attorney receives a annual salary equal to 90 per cent of the salary of a Judge of the District Court. All salaries and operating expenses are funded by the county.

I am the current State's Attorney, appointed in 2021, elected in 2022. I have been a Washington County prosecutor since 1994. I currently supervise 45 people and manage a $5 million budget. As the lead law enforcement authority in the county, I am tasked with advising all police agencies when necessary.
Criminal charges are brought only upon a finding of probable cause. Once a defendant is convicted, we look at historical data, Maryland Sentencing Guidelines and the unique characteristics of the defendant in making a sentencing recommendation within the bounds of Maryland law. Plea offers are a necessary part of the criminal justice system and occur for a variety of reasons. Our plea offers are consistent within the office and with the national average.
Domestic violence comes in many forms and is possibly the most common, complex case type we prosecute. Cases can be exacerbated by substance abuse and mental illness. A defendant with either condition, or both, may require both incarceration and treatment, particularly in crimes of violence. Public safety often requires incarceration, but treatment is necessary to avoid recidivism.
The Maryland Rules ensure prosecutors' offices are the most transparent of all law offices. We engage daily with defense attorneys and provide open-file access with few exceptions. I regularly work with law enforcement, community agencies and legislators to improve the laws of Maryland and the lives of the residents of Washington County.
My top priority is always public safety. We are part of the law enforcement community and we work to ensure public safety risks are properly prosecuted and incarcerated, if necessary. My second priority is service to victims. My third priority is development of a mental health court to complement Adult Drug Court and Veterans Treatment Court already in existence.
