ABOUT THE OFFICE: There are five County Commissioners, four of whom are elected at large, with one residing in each of the four County Commissioner Districts of the county. The fifth, also elected at large, holds the position of President of the County Commissioners for the first year of his or her term and may reside in any area of the county. Following the first year of their term the County Commissioners annually, by majority vote, select one Commissioner to serve as President of the County Commissioners.TERM: Four years, with no term limitsSALARY: $25,000How Elected: Select one candidate from at-large and each district, for a total of 5.

ECONOMIC DEVELOPMENT AND RURAL CHARACTER:Where should growth be encouraged in Queen Anne’s County, and where should it be limited? What guardrails would you insist on in zoning and development approvals to protect rural character?

FISCAL PRIORITIES AND BUDGETING: What are your top three fiscal priorities for the county in 2026? Please list them in order.

ENVIRONMENT, LAND USE & INFRASTRUCTURE: What specific policies would you support to improve Chesapeake Bay waterway health, preserve agricultural land, and manage roads and traffic congestion as Queen Anne’s County grows?

HOUSING AND COST OF LIVING: What is your plan to increase workforce housing in the county? Please name at least one concrete action you would take.

TRANSPORTATION AND COMMUNITY CONNECTIVITY: What is your plan to better connect where people live, where children go to school, and where people work? Include how you would improve or support reliable public transportation.

Per the State of Maryland all growth must be directed where there is Infrastructure. In Queen Annes County that is in our Incorporated Towns and the Unincorporated areas which are within the Terrapin Park Sewer and Water District. With this as the backdrop growth has effectively been limited by the Capacity that exists in these areas. With the constraints in place Residential growth throughout the County is capped at roughly an additional 1000 units or roughly an additional 4000 Citizens.
The State Education mandated funding drives 2/3rds of the County Budget. With that in mind I will continue to balance the Budget and maintain Services without raising taxes. Being a part of the only Commission in QAC history to achieve 3 AAA Bond ratings speaks for the Budgetary success to date. It is not an easy task with the State continuing to Balance their budget on the back of the Counties. I will make sure that in the coming years the County will remain Fiscally strong.
As stated earlier growth has a capacity restraint in place, this will by itself control local traffic increases. In terms of Beach Traffic there is no way to stop it as the Beach areas continue to overdevelop. Plans in place have mitigated some of the seasonal issues but more work will and is being done. As Commissioner I have been apart of making QAC the #1 preserved land County in the State and will continue to support these efforts.
With the constraints of development already in place, housing is driven by supply and demand. Affordable housing is a very subjective term as what may be affordable to some may not be to others. Without creating density affordability is market driven. I don't believe in large Government subsidies for housing, I think it creates false markets which eventually fail. There are some Rural solutions for affordable housing, one would be Affordable Dwelling Units which are being looked at right now.
We already have free County Ride since 2023 which provides a great service to many without other means of Transportation. Supporting more Business creation can help people stay closer to home and utilize our existing system. Continuing to enhance our Bike and Pedestrian trails will also offer alternative local Transportation options. Our Rural nature makes wholesale changes to Transportation unrealistic as the cost to implement would not be cost effective or sustainable.
