For over 2 decades, I have been an advocate and activist for the District 9 community and beyond. Specifically, I have worked with neighbors to successfully fight unwanted development. We were also successful in getting improved infrastructure, like SAARC, Police District VII station and the new Brandywine Fire Department. We also fought to bring Top Golf to the County (instead of a Walmart). Most importantly, 60% of what the County Council does is sit as the District Council on zoning and land use matters or introduce bills as the County Council on land use. I am the only candidate with over 2 decades of experience in handling and fighting for District 9 on land use and development matters. I will be ready on Day One.
First, I want to ensure that their is no waste, fraud or abuse of our tax dollars through a Countywide agency audit. We are very top heavy in the Administration and central office of the school system and need to trim the fat there first. We clearly need to focus on smaller agencies that have a direct impact on our County's appearance so my first 2 priorities would be for the Department of Public Works & Transportation and Department of the Environment. Next, I would focus on funding education at the classroom level and then public safety. Education and public safety already receive the bulk of tax revenue so again we want to trim any administrative fat from these departments, but they remain my priorities as well.
First, I oppose hyperscale data centers in the County and believe that any land used for data centers should be relegated to industrial and certain commercial zones if they are permitted at all. I think we can safely say No to data centers due to their wasteful utility resources and harmful environmental impact, and choose other economic development projects. My priorities for land use to revitalize and build around the County's Metro stations. For climate change, the County has a Climate Action plan that should be enforced and made part of the consideration in all land use cases. District 9 is home to environmental dumping and I want to clean those areas and prevent future use of District 9 as the County's environmental dumping ground.
First, I want to ensure that we spending our tax dollars wisely in the school. Again, trim the fat at central administration so cuts to programs at the school level do not occur. I want to expand (not cut) specialty programs that are popular and have the best educational outcomes. Once the community sees that these programs are expanding and offered to as many students as possible, I think community support will be forthcoming.
The County Council sits as the Board of Health, I support building more Medical Innovation Districts throughout the County, not just in District 9. This is where advance medicine, medical technology and epidemic research can occur. I have to credit our current District 9 Councilperson for initiating this project at Medstar Southern MD Hospital Center, which I support and plan to expand so residents do not have to leave the County for advance medical treatments such as proton therapy, gamma knife and for chronic illnesses and disease. We will have to collaborate with the state and federal government to ensure the County is prepared for any future epidemics. We must promote vaccinations in our school populations to prevent outbreaks.
The way to decrease property taxes is to bring more commercial and economic development into the County. My plan is to support and expand on the Medical Innovation Districts(MIDs), which brings good paying jobs and healthcare industries that can serve as anchors for our commercial tax base. Realistically, I do not see the County as being able to decrease the taxes due to our current budget crisis, but perhaps we can NOT increase taxes and seek to provide some exemptions for seniors if fiscally possible.
My plan is to support and expand on the Medical Innovation Districts (MIDs), which brings good paying jobs and healthcare industries that can serve as anchors for our commercial tax base. We must streamline the permitting process so local, small and large businesses alike can open their doors quicker.
While supporting residential construction around our Metro stations, we should encourage if not require that some units be set aside for affordable housing. If at all possible, the County should convert houses where it has tax liens for temporary and perhaps permanent shelter for the unhoused.
We've actually touched on the priorities in the previous questions. Here are my top 3 priorities:
1. Affordability for all age groups, especially Seniors and Millenials, Gen Z
2. Wise Budget funding for schools, public safety and infrastructure
3. Economic Development that generates tax revenue and good jobs
I also want to promote Beautification and cleanup of our streets, roadways and communities. Other priorities include: (a) expanded healthcare options for veterans, specialty and chronic disease care and mental health through MIDs; and (b) environmental justice - clean up power plant corridor, Super Fund sites, sand & gravel pits, and mountains of construction debris.

For over 15 years, I have promoted democracy, civil society and anti-corruption globally, making local governments accountable to the people they serve. While strengthening democratic institutions abroad, I have remained a dedicated activist at home, fighting for the working class and social justice my entire life. I am a former public servant whose career was upended by DOGE, a firsthand experience with the consequences of political decisions made behind closed doors. I am running to bring my professional expertise and personal commitment to the County Council, moving us away from a top-down corporate model toward a system that truly serves the residents of District 9.
Recapturing Public Wealth: I will end the "government by waiver" culture that prioritizes luxury developers over residents. By closing these loopholes, we can fund infrastructure and social services without overburdening homeowners.
Strengthening Public Education: We must fully fund the Blueprint, protect collective bargaining, and ensure schools are community hubs. I support a fully elected Board of Education to restore public trust and accountability.
Responsive Governance: I will bring my anti-corruption expertise to the Council to ensure transparency in our budget and contracts. Our government should be a conversation with the community, not a top-down mandate. I am committed to a District 9 that serves the many, not the powerful.
My land use priority is simple: follow the law. Our county has reasonable regulations, but we refuse to use them, governing instead by waiver and personal relationships. If people have issues with the laws, they should change them rather than making exceptions for friends and donors. I have been a proud part of the fight against dumping data centers and harmful, energy-intensive industries into our community and will continue that work in office. Environmental justice means our working-class communities are no longer the default location for harmful projects. By recapturing public wealth from developer tax breaks, we can fund the preservation of our natural resources and ensure District 9 remains a healthy, sustainable home for the future.
Community support follows accountability. I will fight to return to a fully elected Board of Education so leadership answers to families, not the Executive. I support expanding the Community Schools model, utilizing county grants to provide wraparound services like clinics and legal aid, turning schools into true neighborhood hubs. I will replace "governance by mandate" with a collaborative approach that brings PGCEA, PTAs, and students into the budget-making process. By ending the culture of secrecy and developer-driven priorities, we can prove to District 9 that tax dollars are building a future for our children, not a bureaucracy. Trust is built when the community sees their values reflected in the budget.
Public health management is more than crisis response, it is a commitment to addressing core drivers. My priorities include expanding the Community Schools model to provide primary care and mental health services directly in our neighborhoods. To safeguard against future epidemics, we must fully fund our Health Department and ensure frontline workers have the union protections and resources they need. I will fight the dumping of industrial projects in District 9 that compromise our air and water, as environmental justice is public health. I believe we owe healthcare workers the respect all workers deserve and will protect their right to organize. We must move from a reactive model to a system that treats healthcare as a human right.
Residents shouldn't be the primary piggy bank for the budget while developers receive massive tax breaks. I will address property taxes by recapturing public wealth and ending the culture of waivers and TIFs that allow profitable corporations to avoid paying their share. This revenue will let us maintain our 3% Homestead Tax Credit cap and expand relief for seniors. I also believe in expanding housing options to include alternative approaches like cottage communities, not everyone wants or needs a mansion. My goal is a fair system where the burden is shifted from the working class to the powerful interests that currently benefit from our infrastructure without paying for it.
Economic growth must be built from the ground up, not top-down. I intend to help overhaul our broken permitting system. Currently, DPIE’s one-size-fits-all regulations treat homeowners and small businesses with the same bureaucratic burden as massive corporations, stifling local growth. We must streamline these processes to support the District 9 small business corridor and the Rural Tier. We must stop dumping harmful industries like data centers here and instead invest in a Green New Deal that creates union jobs rebuilding our institutions. By following our laws and prioritizing local entrepreneurs over corporate lobbyists, we can ensure the wealth created in Prince George’s County actually stays here.
The current model of "endless sprawl" benefits no one but developers while leaving residents with the burden on our infrastructure. I will end this windfall and pivot toward infill and transit oriented development, focusing on revitalizing our existing communities in District 9. We can create affordable housing without destroying our Rural Tier or straining our budget. I support a commitment to alternative forms of housing like cottage communities so long as the supporting infrastructure is in place. Finally, I support the "Housing First" model to address homelessness, providing stable housing paired with the wraparound services offered through our Community Schools. We must build for the people, not private profits.
Community-Centered Development: I will end the developer windfall of endless sprawl and waivers. We must prioritize infrastructure-first development that respects our community and environment ensuring our roads, utilities, and services can support growth.
Transparent and Responsive Governance: I will bring my 15 years of governance expertise to the Council to fight for South County. I’ll end governance by mandate and ensure our budget and land-use decisions are made in daylight, representing residents instead of special interests.
Preserving District 9 for the Future: This means protecting our Rural Tier and environment from data centers and harmful industrial dumping. It also means investing in our future by fully funding our schools.
For nearly a decade, I’ve turned county and state policy into real results, leading budgets, improving programs, and championing protections for families, trafficked youth, and renters. I have strengthened accountability by evaluating county programs and ensuring services are responsive to residents. I build partnerships across government, residents, and public safety to solve problems and strengthen neighborhoods. This hands-on experience equips me to serve District 9 with strategic leadership, fiscal responsibility, and a focus on equity, opportunity, and measurable results that improve lives.
I will ensure every dollar reflects our priorities by protecting essential services, fully funding schools and workforce programs, expanding public health and safety resources, and investing in transportation, environmental, and agricultural infrastructure. With state and federal support now unreliable, I will work to close critical gaps without overburdening residents, diversify revenue streams by supporting local business growth, and prioritize affordable housing and neighborhood protections that strengthen District 9 and the County while building resilience and measurable results.
My priorities for District 9 land use are strengthening communities, protecting public health, and advancing environmental justice. Development must meet residents’ needs, especially in areas with limited transit, so all can access jobs, schools, and services. Large industrial projects, like data centers, must avoid disrupting neighborhoods, harming public health, or degrading air and water quality, creating environmental risks, or imposing economic burdens. I will protect green spaces, farmland, and waterways, promote climate resilience, and ensure subregion maps reflect community priorities and are implemented responsibly.
Strong public schools are a top investment. I will ensure resources and facilities support classrooms, programs, and learning outcomes. Working with the Board of Education, County Executive, PTSOs, and community partners, I will champion the expansion co-located County services so schools act as community specific hubs for families. I will advocate for funding to close COVID-related learning gaps, enhance enrichment programs, and expand mentorship and internship opportunities. This holistic approach connects students to real-world experiences, strengthens families, and ensures schools serve the full needs of District 9 communities.
Protecting residents’ health requires preparedness and equity-focused leadership. Drawing on my Health & Human Services experience, I will ensure accountability for rapid interagency epidemic response, including oversight of emergency supplies and resources, address access gaps in rural areas and medical deserts, and support seniors and vulnerable populations. I will collaborate to close gaps in chronic, maternal, and mental health services, expand preventive programs and family caregiving resources, and work with state and federal officials to reduce healthcare access barriers and rising prescription costs, strengthening local healthcare and building resilient communities.
Addressing decreasing property taxes means ensuring residents get the best value for their dollars while reducing the share of revenue reliant on property taxes. I will work with the County Executive and fellow Councilmembers to diversify revenue by supporting strategic commercial growth that broadens the tax base and targeted local revenue options that fund community priorities without overburdening homeowners. I will also prioritize long-term investments in affordable housing and neighborhood protections, and work with partners to leverage external funding and private resources so essential services remain strong and equitably funded.
I will work to drive economic growth by championing small and local businesses, attracting industries that create quality jobs, and investing in workforce development aligned with County needs. By expanding training programs in emerging sectors, promoting equitable opportunities, supporting agricultural and environmental infrastructure, and strengthening public-private partnerships, we can grow jobs, retain Countywide talent, and ensure economic development benefits all residents. I will also prioritize integrating healthcare and medical resources into economic planning to create jobs while improving access, building a resilient economy, inclusive of District 9 needs.
I will expand affordable housing through community-driven, sustainable development that meets District 9’s unique needs without overbuilding. I support well-designed workforce homes as pathways to ownership, explore expanding transitional housing options to reduce housing instability, and leverage external resources while partnering with nonprofits to prevent homelessness. My approach preserves neighborhood character, protects residents from displacement, and balances growth with quality of life. By integrating housing with environmental and infrastructure investments, we create stable, equitable communities that strengthen families and opportunity.
My top priorities are: 1) Strengthening the public safety workforce to ensure first responders are supported, trained, and resourced to protect all communities effectively; 2) Closing resource gaps in education, public health, and environmental infrastructure by investing in schools, preventive health, and climate-resilient green and agricultural spaces that improve equity and quality of life; 3) Implementing an integrated economic development strategy that champions small and local businesses, expands workforce development, integrates agricultural and medical infrastructure, and incorporates sustainable practices to drive equitable growth while protecting neighborhoods and the environment.

I’m a veteran, former law enforcement officer, and emergency management professional, with deep experience in procurement and contract oversight. I’m also a real estate professional who has been regularly sought out by county stakeholders on housing and development issues. This background fits the core duties of the County Council: budgeting, public safety, land use, and oversight of agencies and vendors. I’m part of Citizens for Accountability in Governance, where we’ve done hands-on watchdog work, pushed for transparency, and pressed for better stewardship of public dollars. I bring a practical, standards-driven approach focused on performance, fairness, and protecting taxpayers.
My priorities are to stop the bleed and produce a fair, balanced budget that is sustainable, not patched together. That means disciplined forecasting, protecting reserves, and tightening oversight so contracts and programs perform. It also means using restricted and dedicated funding sources for their intended purpose, improving collection, and prioritizing core services like public safety, roads, schools support, and public health before expanding new spending.
My priorities are smart, predictable land use and environmental protection you can see and measure. Redevelopment before expanding outward, and infrastructure first, because we cannot keep approving growth without the roads, schools, water systems, and public services to support it. Protect established neighborhoods and protect our rural and resource lands. On climate, I support practical resilience now, including stormwater upgrades, flood mitigation, and expanding tree canopy, while moving toward a net-negative future through cleaner energy, stronger building standards, and growth focused near transit and job centers.
Community support comes from trust and shared ownership. The Council does not run PGCPS, but I can help foster confidence by pushing transparency and clear reporting when the County funds school-related initiatives, and by using my platform to keep conversations fact-based. I also wish to see more visible community involvement through partnerships with civic groups, faith institutions, unions, and local employers for mentoring, career exposure, and after-school programs.
As an Emergency Manager, I understand public health starts with preparedness. The county should maintain clear outbreak plans, strong communication, and the ability to scale testing, vaccination, and protective supplies quickly, with coordination across hospitals, schools, and first responders. COVID also taught us that chronic conditions made outcomes worse, so epidemic readiness is not just about response. My public health priorities include emergency readiness, mental health, access to primary and preventive care, and reducing chronic disease drivers through healthier food access, safe places to be active, clean air and water, and basic housing and safety standards.
Property taxes fund core services, so broad cuts without a replacement would mean service cuts. My focus is to reduce pressure on homeowners by growing the tax base the smart way. That means more commercial revenue in designated growth areas, filling vacant and underperforming properties, and getting better returns on public investments. On the housing side, we need more housing options in the right places, so demand doesn’t keep pushing assessments upward. Where allowed, I support targeted relief for long-time homeowners and seniors, and better outreach so eligible residents actually receive credits.
The county should grow jobs by building a clear economic identity beyond government and commuting. We need to decide what industries we want to be known for and recruit around that with a real plan, not one-off deals. That starts with better business policy: predictable permitting timelines, fewer delays, and a county culture that treats entrepreneurs like customers. We also need incubators and scale-up support that connects small businesses to technical help, capital, and county procurement opportunities. Then we align infrastructure and land use in designated growth areas and key corridors so employers can locate here, hire locally, and grow, while we expand retail and services that keep residents’ spending in the county.
We increase housing availability by building more options and getting projects delivered faster in the right places. I support using county land and partnering with mission-driven builders to create attainable homes, including starter homes and options for seniors and working families. We also need clearer, faster approvals in designated growth areas and more housing types near transit and job centers, while protecting existing lower-cost homes through fair code enforcement and anti-blight work. On homelessness, my focus is rapid rehousing and exits. That means more bridge housing, stronger coordination with landlords and providers, and supportive housing for people with behavioral health needs so shelters are not the end point.
My top three priorities match what this office is responsible for and what residents keep raising with me: budget, land use, and public safety and health. On the budget, I will focus on discipline, transparency, and oversight so money goes to core services and results, not waste. On land use, I support smart growth in designated areas with infrastructure first, protecting neighborhoods and our rural resources while avoiding decisions that ignore schools, roads, and quality of life. My career is vast and multi-faceted, centered on leadership, governance, and community impact. As the elected District 9 representative on the Prince George’s County Board of Education, including serving as Vice Chair and Chair, I helped oversee a system serving more than 130,000 students and 22,000 employees. I also bring experience managing multimillion-dollar budgets and building partnerships that strengthen our community and beyond.
My priorities for the county budget will reflect the voices and needs of Prince George’s County residents. I believe we must connect community priorities to smart fiscal decisions, build strong schools, safe neighborhoods, and reliable infrastructure, and ensure our county thrives through responsible economic growth. This means balancing fiscal responsibility with strategic investments that support small and local businesses, workforce development, and long-term community stability.
My priorities for development and land use include making decisions that are transparent, strategic, and constituent-focused. This includes responsible growth that strengthens infrastructure, protects our green space, and respects the character and beauty of our neighborhoods. Protecting historically underserved communities is also imperative as we seek sustainable investments that include environmental justice and equitable access to resources and development.
As a former Board of Education Chair and Vice Chair, I recognize that public education is at its strongest when parents, educators, local businesses, and communities work collectively; thus, I will actively work to increase not only communication throughout these partnerships but also actions that support our District 9 schools, expand mentorship, and highlight college and career readiness for our scholars.
My public health priorities begin with strengthening communication to build increased trust. We must proactively plan, coordinate, and communicate with public health stakeholders, including healthcare providers, community groups, the Board of Health, emergency management, and schools, to name a few. I will also advocate for expanded access to preventative care, community-based health programs, and mental health services, which are needs in our community.
Ensuring we do not increase property taxes must remain at the forefront. As a homeowner who is in touch with the community, affordable housing and taxes for seniors and homeowners are essential. I will partner to ensure fiscal planning and tax relief programs that help our residents leverage county services to protect themselves as we continue to grow responsibly and intentionally, particularly by focusing on initiatives that specifically address the needs of seniors and low-income homeowners.
The county can encourage economic development by creating opportunities that support small, local businesses, strengthening workforce partnerships and training, and attracting industries that create quality jobs across all districts, including District 9. Strategic investment in infrastructure, entrepreneurship, and innovation will also help residents live, work, and build successful businesses right here in Prince George’s County so we can thrive, together.
This is an opportunity for increased collaboration between government, developers, and community partners to expand housing options by supporting mixed-use communities and increasing communication of county and state programming. Addressing homelessness will take a coordination of social services, health, workforce development, and transitional housing to help constituents regain stability, including access to mental health support, health services, and job training.
My top priorities are grounded in my framework to Connect, Build, and Thrive together. We must 1) connect residents, agencies, and partners through transparent communication and collaboration. We must 2) build strong neighborhoods through responsible policy, smart growth, and economic opportunity.
