As Mayor of Bowie,I worked to strengthen city services, support local businesses, and make strategic investments in infrastructure and quality of life.I am proud to be the first African American mayor in the city's history.Before serving in public office, I built my career as an entrepreneur. I founded Systems Application & Technologies, Inc.(SA-TECH) in 1989, starting the company from the trunk of my car and growing it into a successful business headquartered in Prince George's County.That experience taught me the value of hard work, fiscal discipline, and responsible leadership. I also serve on numerous business, education, and philanthropic boards. These experiences have prepared me to bring collaborative leadership to county government.
My priority is fiscal responsibility while ensuring that our investments reflect the needs of residents. The county’s budget should prioritize strong public schools, public safety, infrastructure improvements, and economic development. As a business owner and former mayor, I understand the importance of balancing budgets and making smart investments. I will advocate for responsible spending, transparency, and long-term planning so that taxpayers know their dollars are being used effectively while maintaining the services our communities rely on.
Prince George’s County must pursue smart development that strengthens existing communities while preparing for future growth. That means encouraging responsible transit-oriented development, protecting green space, and ensuring that development benefits residents through jobs, housing, and infrastructure improvements. Environmental stewardship is also essential. We must invest in sustainable infrastructure, protecting green space our waterways and natural resources, and ensure that environmental decisions are made with fairness and equity in mind, especially for communities that have historically been overlooked.
Strong schools are the foundation of strong communities. I will continue working with educators, parents, and community leaders to ensure our schools receive the resources they need to succeed.
Preparing for future public health challenges requires strong partnerships between local government, healthcare providers, and community organizations. As Mayor of Bowie, I led our city through the COVID-19 pandemic, making difficult decisions to protect the health, safety, and well-being of our residents. We must ensure that public health departments are well-resourced, communication with residents is clear and timely, and access to healthcare services is equitable across the country. Investing in preventive care, mental health services, and community-based health initiatives will also help build a healthier and more resilient county.
Homeownership should remain attainable and sustainable for families. I support policies that provide property tax relief while ensuring the county can continue funding essential services. Encouraging smart economic development and expanding our commercial tax base can help reduce the burden on homeowners while strengthening the county’s financial stability.
Economic development begins with creating an environment where businesses can grow and succeed. As someone who built a company from the ground up, I understand the challenges entrepreneurs face. The county should streamline processes for businesses, invest in workforce training, and strengthen partnerships with educational institutions. By supporting small businesses, attracting new industries, and leveraging our strategic location in the region, we can create good-paying jobs for residents.
We must take a balanced approach that increases housing supply while protecting existing communities. Encouraging mixed-income developments, supporting responsible redevelopment, and expanding partnerships with nonprofit housing organizations can help address affordability challenges. At the same time, we must provide supportive services and coordinated resources for residents experiencing homelessness to ensure they have pathways to stable housing.

Euniesha Davis is a proven community builder who knows how to turn resources into real results for everyday people. Euniesha currently serves as Director of National Programs at AARP, where she leads large-scale initiatives that strengthen service delivery and expand outreach across the country. Over more than 15 years in public, private, and nonprofit leadership—including senior roles at United Way, The Links Incorporated, and Prince George’s County—she has secured significant grant funding, built cross-sector partnerships, and modernized systems to ensure programs are efficient, accountable, and effective. Her work consistently aligns strategy, funding, and community need to deliver measurable results.
1. Producing a balanced and sustainable budget. 2. Fully funding our first responders to ensure the County can reduce response times to save lives and reduce harm to property. 3. Restore funding to specialty learning programs within PGCPS to make sure our children have access to diverse learning experiences and opportunities. 4. Provide supplemental funding to reduce booking fees for MetroAccess rides to medical appointments. 5. Fully fund the Health Assures program to ensure County residents have access to primary health care.
1. Fairly enforce our adequate facilities charges to ensure that new development pays their fair share in infrastructure investment. 2. Structuring the correct incentives to spur grayfield development can reduce the impact of new development on environmentally sensitive regions of the County. Greyfield development can also provide revitalization opportunities to communities that have experienced private disinvestment in the past decades. 3. Implementing the County’s placemaking plan can help improve profitable foot traffic to our established commercial zones to reduce mounting development pressure outside of our planned priority zones as established in the Plan2035.
1) Establish “Adopt-a-Classroom” partnerships between businesses and specific schools or grade levels. 2) Create quarterly supply drives coordinated with chambers of commerce and civic associations. 3) Develop standing agreements with corporate partners to donate surplus inventory and essential materials. 4) Build a streamlined distribution system so donated supplies move efficiently and equitably to the classrooms that need them most.
1. We must reduce barriers to medical care by fully funding the Health Assures program. 2. Ensuring our medical facilities enforce safe workplaces through adequate staffing minimums is key to ensuring our first line of defense, our health care professionals, remain safe and effective in their workplaces. 3. Properly staffing the County’s own health care centers should remain a priority of the County Council and Board of Health. 4. Creating avenues for the County to partner with the private health centers by continuing to plan and advocate for capital investments in infrastructure to build local capacity and maintain modernized bed spaces.
1. While needs for services continue to mount, some residents who may have resided in the county for an extended period and now seek to remain in the county should be able to qualify for tax abatement to help them age in place. The Council should explore a tax deferral program for seniors to defer property tax payments until the transfer or sale of their properties to provide immediate tax relief to qualifying residents.
1. The County should streamline its small business permitting and zoning process. 2. Audit the EDI Fund and tailor the program to providing access to capital for qualified local business. 3. Fully fund the Economic Development Corporation’s Business Services programming such as C-Suite Accelerator and the Urban Business Innovation Initiative, and affinity business services which provide technical assistance and guidance to minority-owned local businesses. 4. Provide innovative creative services to help local businesses better market their enterprises and grow their market reach to compete regionally and internationally.
1. Fully fund the Right of First Refusal program to ensure the County can protect naturally occurring affordable housing while also creating a fund with which private developers may leverage financing instruments to build modern housing units. 2. Expand the use of inclusionary zoning near established rail stations.
1. Creating sustained funding to lower the cost of MetroAccess booking fees to lower the cost of transportation to medical appointments for seniors. 2. Protect PGCPS funding for specialty learning programs such as language enrichment, after school programming, and the arts. 3. Fully funding our first responders to reduce response times to better protect life and property.
