I am a graduate of the Georgetown University Law Center. For more than 30 years, I have practiced law in the State of Maryland, and specifically in Montgomery County. My practice has focused on family law and wills, trusts, and estates. I have been the "family lawyer" for hundreds of our Montgomery County neighbors. I have assisted families with wills, the powers of attorney, trusts, and probate. I have worked very closely with the the Office of Register of Wills.
Since I strongly believe that the Office of the Register of Wills should be proactively engaged with the Montgomery County community, I would take the initiative to organize seminars through the County to educate the public about estate planning and meeting the legal requirements for wills & estates. While the ROW does not provide legal assistance to community members for estate planning, we can help educate them about its value, through in-person meetings & online technology.
The Montgomery County Register of Wills of Wills Office already has the reputation as being "the best" in the State of Maryland. My long experience with that Office is that it is professional, compassionate, and culturally sensitive when dealing with grieving families. My pledge to Montgomery County residents is that, under my leadership, the Office will continue to do so,
In my experience, the biggest challenge for the Office is to continue to make the probate process more understandable and accessible to people from every community. A commitment to proactice community engagement to help educate the public about estate planning and probate will help to address that challenge. We can expect more technological change in how the Office manages and provides information for the public, so we need to remain committed to helping residents better understand the process.

I currently serve as Register of Wills, appointed unanimously by the Judges of the Circuit Court after a thorough vetting process. I have 17 years of experience in the Register of Wills office as Court Administrator and 13 years as a Maryland attorney focused on estates and trusts. I am the first attorney to hold this role in Montgomery County and the only candidate vetted by the Court. My experience ensures knowledgeable, efficient service for families.
I prioritize public education through community speaking engagements and accessible resources. Our office offers live chat, phone, and email support to guide residents through the probate process. Our website offers extensive information on probate administration, including our booklet on Administering Estates in Maryland and all required forms. All information is available in multiple languages, including Spanish.
We serve a diverse community and provide equitable access for all Montgomery County residents. Our diverse staff of Black, Latine, Asian, and LGBTIQ+ deputies speak multiple languages, including Spanish, French, Korean, Russian, Tagalog, and Polish, and we use the Maryland Judiciary Language Line and Court translators for additional support. We emphasize treating every resident with care, compassion, and fairness, creating a respectful and welcoming environment.
The public typically learns about us when they lose a loved one and need to administer their estate. The biggest challenge is informing the public about the function of our office before they need us, and the importance of having a will. Another challenge is to modernize the office while maintaining personal service. My goal is to make probate easier to navigate, without sacrificing the responsiveness and care residents rely on.

The Office of the Register of Wills in Montgomery County can employ several strategies:
Workshops: Monthly sessions on wills and estate planning with expert speakers. Online Resources: Provide FAQs, and downloadable guides. Modernization -online tools to increase access. Social Media: Share educational content and host live Q&A. Partnerships: Collaborate with local libraries and senior centers for outreach. Printed Materials: Distribute brochures.
Several strategies are essential: Training and Education: Implement ongoing cultural competency training and language resources for staff.Resource Development: Create multilingual materials and establish cultural liaisons to bridge gaps between staff and residents. Community Engagement: Set up feedback mechanisms and partner with local cultural organizations to understand community needs. Inclusive Practices: Promote diverse hiring and customer service policies focused on respect and empathy.
The biggest challenge facing the Montgomery County Register of Wills is budget instability due to the proposed elimination of Maryland’s inheritance tax, which has historically funded operations. This phase-out risks substantial cuts to staff salaries and resources, impacting service delivery. To address this, we will advocate for alternative funding models with state legislators, streamline operations for cost savings, prioritize technology upgrades through grants, and enhance community engage.
