I have nearly two decades of local government experience in elected office, including the last 12 years serving as Mayor of Gaithersburg. During that time, I have worked on budgets, economic development, housing, public safety, and infrastructure, while collaborating with county, state, and community partners. That experience has given me a practical understanding of how local government works and I have a long track record of delivering outstanding results for residents.
First, we need to increase the overall supply of housing. This is the only sustainable way to lower housing costs. That means looking carefully at our zoning laws and permitting processes. We should continue strengthening and fully utilizing our MPDU program, which has been one of the most successful inclusionary housing policies in the country. We should expand public-private partnerships that leverage County resources to support the development and preservation of affordable housing. And more.
Montgomery County’s budget should prioritize core services such as education, public safety, transportation, and health and human services. I support targeted investments that strengthen our economic competitiveness, including infrastructure, workforce development, and support for small businesses and entrepreneurs. At the same time, we should continually review programs to improve efficiency and eliminate duplication while growing the tax base through economic and housing growth.
I support continued investment in the County’s safety-net services, including food assistance, housing stability programs, behavioral health care, and support for seniors and people with disabilities. I also support strong partnerships with nonprofit providers, who often deliver these services most effectively. As our population grows and changes, we must ensure these programs remain accessible, well-coordinated, and responsive to community needs across the entire county.
I support a balanced public safety approach that includes strong, well-trained law enforcement, effective emergency services, and investments in prevention. That means supporting community policing, behavioral health response programs, violence prevention initiatives, and safe infrastructure for pedestrians and cyclists. Our policies should ensure every resident - regardless of neighborhood, background, or income - feels safe and respected. That's how we've done it in Gaithersburg.

My career involved managing millions of dollars in federal programs focused on keeping people alive and helping them get back on their feet. I understand responsible stewardship of taxpayer dollars, legislation and how it is implemented, and how to build relationships needed to get the job done for the greater good. The purpose of government is to serve its people; I feel that the government has drifted away from this purpose and I intend to put in the work to bring it back.
I support implementing a land value tax and/or a vacancy tax. A Land Value tax disincentivizes land owners from keeping land undeveloped in the hope of higher future prices, while vacancy taxes encourage reintroduction of existing (but currently unsuitable) housing to be refurbished and brought back onto the market. We need to continue to encourage the building of more “missing middle” housing, like townhouses, duplexes, and triplexes that provide varied housing options with reduced footprints.
I would increase the budget for Public Safety/Office of Emergency Management. I believe that in the current political climate, a blue county in a blue state will not receive the support it would have previously, should a large-scale emergency occur. I support investing in the County’s capacity and planning for when the county has to make up for federal government failures, be it failure to provide new funding in the event of an emergency, or failure to pass a budget and fund vital programs.
I would look into the county’s hiring practices and capacity, which seems to be very slow or poorly managed. Understaffing and overworking staff contributes to ineffective service provision for residents who are entitled to the programs their taxes fund. I want to improve transit to help people across the county reach the services they need. Finally, the county should do everything in its power to help people feel safe accessing services without fear of being detained or harassed by immigration.
I support protecting residents from violations of their constitutional and human rights. Our county is stronger and more vibrant because of the immigrant and multiracial communities that come together here. I spoke in support of the County Values Act and support efforts by the County to protect immigrant residents and inform them of their rights and services that are available to them. We should work to ensure that immigrant, LGBTQ+, and all vulnerable communities are safe in Montgomery County.

I've developed a strong combination of real work experience, relevant academic and professional credentials and leadership demeanor to lead the government and the community. I've audited financial programs, driven process improvement, restructured federal agency systems, and implemented new technology for multiple federal agencies at the enterprise level. As a former Naval Officer, I have led large operational teams. I've leveraged my M.B.A. background to decipher financial and budget analyses.
It would be wise to analyze a combination of options. Pre-fabricated construction units minimizes construction costs, are relocatable, and are designed to be stackable. Another option may upgrade the zoning for our local malls into integrated residential and commercial units, very similar to the resorts, where residents enjoy living, shopping and dining within the facility. We can attract employers and salaries that enables our residents to purchase existing homes instead of renting or leasing.
We must manage the massive 45% MCPS administrative overhead. Whereas a few years ago, we had 11 MCPS executives earn over $185K/year, there's 100+ positions making $185K/year in 2025, The failing academic performance does not justify the grossly inflated salaries; instead, all MCPS salaries should be contingent on performance metrics. Alternatively, our Fire Departments are understaffed and missing critical equipment. Our school facilities need CIP funding. Let's prioritize our spend!
We may all require some form of socially funded safety net services; due to life's unexpected health turns, loss of mental faculties, or loss of employment. Our social services will be geared to work cooperatively, triggered by a established process pipeline, to minimize errors. The expectation is that we optimize the use of public funding, apply metrics to gauge effectiveness, set goals and recovery timelines and to focus on helping our individuals and families return to self-sufficiency.
I will lead redress of existing grievances against previous passed laws by applying a metric similar to Rotary's 4-Way Test: Is it the Truth? Is it Fair to all? Does the law build up our community? Will the law be beneficial? All new laws must promote mutual respect and mutual public safety (i.e., noise, reckless driving, injuries to children, etc.,). And lastly, support our law enforcement in their function to alleviate chaos, dangers and aberrant behaviors; and connect social welfare services.

I serve on Rockville’s City Council, overseeing policy and a $190M budget for 70,000 residents. I worked for 20 years in the federal government, led nonprofits in French-speaking West/Central Africa, and spearheaded successful efforts to raise Montgomery County’s minimum wage with a broad community coalition. I hold a BA from Howard University and an MA in Economics from Johns Hopkins University. I’m running to keep fighting for working families.
I’ll push for building more affordable units, investing in older properties, expanding housing vouchers, and modernizing zoning near transit. I support strong tenant protections and public-private housing partnerships. As a commissioner on the Housing Opportunities Commission overseeing a $400M budget, I have hands-on experience and a deep commitment to housing throughout the county, especially for working families and seniors. HOC is building thousands of affordable housing units.
I’ll prioritize funding for affordable housing, schools, childcare, mental health, public safety, and essential services, while cutting administrative waste. I support raising revenue by asking more from billionaires who’ve received federal tax breaks, so our tax system is fair. My goal is to invest wisely, strengthen communities, and ensure help reaches those who need it most.
I’ll support expanding food assistance, healthcare, rental aid, utility help, emergency cash support, and workforce training. I'll improve how we connect residents with these services, strengthen nonprofit and county partnerships, and invest in language access and outreach so everyone, especially seniors, families, and immigrants, can get the help they need when they need it most.
I support community policing, mental health crisis response, violence prevention, and youth outreach. I will invest in police training, build trust with all our communities, address root causes of crime with anti-poverty and safety net programs, and support housing for first responders to strengthen their ties with the community. My goal is safety for all.
