My 28 years in the Maryland State Police and nearly 12 years as Sheriff give me unmatched command experience. Across three terms, we’ve restored service and fairness, cut violent and property crime by surgically targeting the people and places driving it, deployed cutting edge technology, strengthened domestic violence reporting, built durable partnerships, and led the Office through tragedy and restrictive legislation while still reducing crime and upholding professionalism.
Staying ahead of evolving threats is our greatest challenge, and public safety is our promise. It guides every decision, policy, and partnership. My duty is to protect our communities and our members, and ensure our deputies have the support, training, and safeguards they need. True public safety is never achieved alone, it relies on trust, communication, and confronting challenges together.
I could not be more proud of the positive relationship that we have built with our community during my time as Sheriff. Our Office, in conjunction with community stakeholders, has conducted multiple survey, each time the results have shown our community is extremely satisfied with the work and services provided by our men and women. Moving forward, we must continue to set clear, consistent, policies supporting proactive policing, transparency, and the trust that helps protect our communities.
My top priorities are strengthening data driven, proactive policing; expanding community trust through developing the next generation of public safety using drones as first responders and real time crime centers; and supporting deputies with training, wellness, and emerging technology. By protecting the tools we need, even against legislation that seeks to limit them, and using smart, accountable policies, we can continue to prevent crime and keep Harford County safe.

My Ministerial capacity, formal education, law enforcement experience, uniquely position me, having earned a Bachelor of Science in criminal justice, a Master’s of divinity (Focus in Prison Reform) from Duke University, and my current doctoral work in leadership and Justice at Union Theological Seminary on the campus of Columbia University in New York.
My law enforcement experience includes major investigations, critical incidents, and decision-making under pressure.
I expect the biggest challenge will be the culture change. Any time an organization gets new leadership, people have to adjust to new expectations, new accountability, and ultimately a new style of leadership. My goal is to make things easier by setting clear standards, maintaining consistent communication, developing leadership, and leading by example so the culture changes from the top down.
I will build trust through consistent presence rather than just press releases. We will hold regular community forums, partner with schools, faith leaders, and businesses, expand youth mentorship and reentry programs, and increase transparency through public reports and communication. When people see us more, know us better, and trust us fully, public safety improves for everyone.
My top 3 priorities are personnel, partnerships, and prevention.
Personnel:
Increase pay, train leaders, retain top deputies.
Prevention:
Partnerships stop crime before it starts locally.
Protection:
Safer jail means safer streets and returns better.

I have over 35 years of distinguished service in law enforcement, and retired as a Lieutenant from the Maryland State Police in 2020 after a career marked by exceptional leadership and bravery. I trained thousands of officers, educators, businesses, and first responders nationwide and internationally. I believe there's no place for politics in policing and will focus on community safety, school security, transparency, accountability and community outreach.
Improving relationships with the community and our elected officials. I will meet with community leaders, business owners, and elected officials to establish a collaborative and positive relationship so that we can work together on solutions that are agreeable to all parties involved. I will be out in the community to observe firsthand what issues our residents are facing and to also provide them with viable solutions.
I will evaluate current programs already in place. If there are issues that need to be corrected within those programs I will make them with input from the Deputies in those programs and the community member's input. If there are other programs we can implement I will look at those as well. I plan on having deputies be more involved in the community and getting back to more interpersonal contact with community members.
Training, Accountability, and the Well being of our staff and families. Agency wide training must be a priority to minimize risk to our staff and the public. policing is ever changing so we must stay current with training trends. Accountability in all aspects of department operations. We must maintain the highest standards of integrity and professionalism. Mental health and well being of our staff and families. I will look at different resources to provide this service.
