Education: We need to ensure our community has access to a well rounded education through our schools, community college and libraries so that people have the chance to build a better life.
Public Safety: We are a growing county, which leads to growing needs in EMS, Fire Fighting and Policing. It's important to keep our public safety equipped for these growing needs
Community Services: Keeping neighbors fed, housed, healthy and in community increase the quality of life for all people.
I have consistently fought on the side of the community against the interests of big developers in our county. I have advocated to ensure developers pay their fair share and that we limit the size and community impact of industrial projects.
I'll continue in these efforts through a second term to ward off Data Centers and other potential projects that would negatively impact the community.
1. We need to make Harford County an affordable and attractive place for young people to live. Investing in our parks, in our walkability and in our schools does just this.
2. We have to support tourism and entertainment in the county. District F is home to many museums, theaters and festivals. Promoting these help bring money from outside Harford into Harford.
3. Expanding job training at HCC. HCC has done a great job of this recently and I want to continue in these efforts.
1. Make sure developers and big business are paying their fair share so that there is not as much of a financial strain on every day working people. I hope to raise the cap on developer impact fees to do this.
2. Expanding walking and biking infrastructure and supporting public transportation. You shouldn't need to buy a car to get around, so supporting the ability to walk/bike/take a bus is crucial.
3. HCC Funding- We can keep tuition costs low through adequate county funding.
I have supported updating the County Code to add mixed use developments to the county. These types of developments put residential and business space together, allowing for people to live where they shop.
I am a career public school teacher, father to a little girl and husband to my wonderful wife Ada.

Investing in transportation, updating well-water protection studies, public safety, and adequate school funding protects residents, strengthens neighborhoods, and supports a stable, resilient county economy.
I support protecting sensitive areas and overburdened neighborhoods from incompatible industrial uses, including large data centers. Smart governance prioritizes repurposing vacant warehouses, updating the Master Plan to look towards the future, and ensuring adequate infrastructure for smart growth. Clear, predictable, and sustainable zoning that ensures development strengthens communities, respects residents, and aligns with long-term environmental and public safety needs.
Harford County can grow by strengthening workforce training, improving infrastructure reliability, and redeveloping vacant warehouses into productive business hubs. Smart governance means coordinating with schools, employers, and agencies to expand job pipelines, investing in transportation and public safety, and using adaptive reuse to revitalize industrial areas without burdening neighborhoods or expanding incompatible industrial footprints.
Affordability requires responsible budgeting, strong public schools, and development that matches infrastructure capacity. Smart governance reduces emergency repair costs through better planning, and it expands access to county services that lower household expenses. It ensures growth doesn't raise taxes or strain roads, schools, and public safety. Families, seniors, and caregivers should be able to live and age in place.
Workforce housing must align with infrastructure, school capacity, and community stability. I support mixed-income housing near jobs and the development of vacant commercial and industrial properties, including warehouses, before expanding into new areas. Smart governance avoids incompatible uses like data centers near neighborhoods, protecting long-term housing stability and affordability.
I am a life-long Harford County resident, community leader, historian, and collaborator with deep experience in responsible growth, environmental justice, transportation safety, and heritage preservation.
