My top fiscal properties include opposing any tax increases on Harford citizens, growing the economy by attracting quality businesses to employee our residents, and budgetary reviews and transparency to ensure that every taxpayer dollar is spent wisely and efficiently.
I support the County's Agriculture Preservation Program. I believe in strict adherence to the Development Envelope, and in quality infill and adaptive reuse of vacant or underutilized buildings.
Attracting new businesses and providing pathways for expansion for existing business, and focusing on apprenticeships and skills improvement programs are just a few ways the County can foster job growth and economic development. As councilman, I will work to ensure that Harford County is a safe and business friendly place to live and work. I will collaborate with all stakeholders make Harford County an economic hub.
I pledge to oppose any tax increases on the citizens of Harford County. By fostering and encouraging apprenticeship programs, we can provide existing businesses with a local workforce while also attracting new businesses and creating pathways for residents to good paying careers. I will work with State leaders and other stakeholders on energy to help ensure ratepayers fairness while also looking for ways for Harford County to be a leader in safe, reliable, and clean energy.
Harford County has a prime opportunity to set an example in the nationwide challenge of addressing affordable housing. My focus will be on quality infill and adaptive reuse within the Development Envelope. There are a variety of incentives that can be offered to developers to encourage them to build affordable units. Additionally, there are zoning adjustments, like overlay zones, that can utilized.
I'm a first-time candidate, and not a political insider, but I'm not naive either. I know that accomplishing practically anything in government requires collaboration, coordination, and partnerships. And patience. My personal and professional experience demonstrates my ability to work collaboratively with a wide variety of people, to be persuasive, and also to recognize that compromise is not antithetical to progress.

School funding is most important for the benefit of our children and to get our teachers decent pay for there hard work. Second Our 4 Police/Sheriff departments come next for the safety of our citizens. 3rd is to finance the rest of our Counties obligation.
We need control development as the current administration is achieving, pervious administration spent money like a drinking sailors. As a 14 year Councilman I was able to get a Bill pass to require the 20 acre building requirement put back into the law as the prior Administration removed. The 20 Acre requirement means no more then 20 acre can be developed at one time.
You need the County Council to work with the administration to bring business into the County which will help both economic development which will also create job growth. I was able to assist the administration by bringing in such a business which created 1000’s of jobs for our residents
We need to keep control of the tax base to make sure spending does not get out of control. With what is going on in Washington right now we need to do all we can to do our part.
We need to make sure that we build affordable housing that the average worker can afford.
I am married to Dianna we have 6 children but lost 2. Have 5 grandchildren and 2 great grandchildren. We have lived here in Harford County Joppatown for 60 years. I have served on the Harford County Council for 4 terms covering 14 years to date. I am a graduate of Antioch University BA, Harford Leadership Academy ect.

My top fiscal priorities for the County are education, nonprofit partnerships that support families and address homelessness, and public safety. Investing in education prepares our youth and strengthens our workforce. Supporting nonprofits expands services for families in crisis and those experiencing homelessness. Prioritizing public safety ensures our communities remain safe while building trust between residents and emergency services.
I support balanced land-use policies that preserve farmland, waterways, and open space while guiding responsible development in areas with existing infrastructure. Smart growth planning should prioritize redevelopment, transportation access, and environmental protection. I will also support investments in water, sewer, roads, and stormwater infrastructure to ensure development is sustainable and protects the quality of life for current and future residents.
To encourage economic development and job growth, the County should support small businesses, invest in workforce development and education, and strengthen infrastructure and redevelopment efforts. I will support policies that streamline permitting, partner with local colleges and workforce programs, and prioritize redevelopment in existing business corridors to attract employers while protecting our natural resources and community character.
I will support policies that expand affordable housing options, encourage responsible development, and strengthen partnerships with nonprofits that assist families facing housing instability. I will also advocate for workforce development and economic opportunities that help residents earn sustainable wages while ensuring County budgets prioritize essential services that support working families and seniors.
I will support policies that expand workforce housing through smart growth, mixed-income developments, and responsible redevelopment in appropriate areas. I will also work with state and local housing partners to increase housing opportunities for working families, teachers, first responders, and young professionals. As a trustee on the Maryland Affordable Housing Trust (MAHT) Board, I will help connect county needs with state housing resources to expand affordable housing opportunities.
My work has always focused on serving children, families, and the community. For more than 30 years I have worked with families in crisis, which has given me a deep understanding of the real challenges residents face. As a councilwoman, educator, and community leader, I focus on practical solutions that strengthen education, support nonprofits, protect our environment, and ensure public safety, while working collaboratively to build a stronger future for Harford County.
