DUTIES: Members of the Council pass legislation, adopt the budget, set the county tax rate and exercise planning, zoning and subdivision responsibilities. The Council makes appointments to the offices, committees and commissions that are directly responsible to the legislative branch. HOW ELECTED: The Council President is elected at-large.

1. Investing in infrastructure, economic growth and workforce development: Maintaining roads and public facilities while supporting smart economic/workforce development helps create jobs and expand the revenue base. 2. Fully funding education: Ensuring schools are properly funded supports smaller class sizes, competitive teacher pay, and the resources students need to succeed. 3. Responsible budgeting and transparency: Residents deserve confidence that their tax dollars are being spent wisely.
1. Future development should be focused in areas where infrastructure already exists or is planned. I support concentrating growth in appropriate locations, which helps reduce sprawl, protects rural land and still allows the County to grow. 2. Residents deserve a clear and meaningful role in development decisions that affect their communities. I support improving the public process so that citizens can weigh in earlier and more effectively when zoning changes and projects are being considered.
1. Support and grow small businesses: Small businesses are the backbone of Harford County’s economy and can be assisted by reducing unnecessary bureaucratic hurdles. 2. Invest in workforce development: I support strengthening partnerships between HCPS, HCC, and trade programs to expand technical education, apprenticeships, and job training. 3. Revitalize existing corridors: Redevelopment in existing areas can strengthen local communities while reducing pressure for development in rural areas.
1. The most sustainable way to improve affordability is by expanding access to well-paying jobs. By supporting small businesses, strengthening workforce development, and attracting employers connected to sectors like technology, we can grow the tax base and create opportunity without shifting costs onto residents. 2. I also support policies that encourage a balanced housing supply, such as redevelopment and workforce housing that still protects the character of our neighborhoods and rural areas.
1. Ensuring workforce housing requires thoughtful planning and responsible growth. I support a balanced mix of housing for families, young professionals, and seniors by focusing redevelopment in areas with existing infrastructure, not rural land. 2. I will work to partner with developers and employers to expand housing near jobs and transit, aligning housing with economic and infrastructure planning while keeping the community involved and preserving our quality of life.
I’m a lifelong Harford County resident, small business owner, husband to a teacher, and father of three. As a CPA and business owner, I strongly value accountability and responsible budgeting. My service in the Governor’s Office and on the Democratic Central Committee strengthened my commitment to public service. I’m running for County Council President to cut through the current dysfunction in our government, focus on working families, and provide the leadership our County deserves.
